In the month of November 2021, the PNP across Canada invited over 3,000 potential candidates for immigration.
All the provinces in Canada except Quebec and Nunavut, have their own programs for immigration and PNP draws. They nominate candidates who seem to have the most potential to fit the labor market of the province. The provinces are responsible to look for settlement in the region under their authority. Every province has its own set of regulations and criteria that decides to select an international skilled professional under its Provincial Nominee Program.
The government programs allow the provinces of Canada to play a significant role while choosing candidates for immigration.
The Provincial Nominee Program was introduced in 1998 to become the second most important way to attain a Canadian PR status. According to the new Immigration Plan, from now to 2023 in the future, Canada is expected to bring more than 80,000 immigrants every year to give them a status of permanent residency.

Until now, the Immigration department of Canada, IRCC (Immigration, Refugees and Citizenship Canada) holds one PNP- Express Entry Draw every couple of weeks.
Back in November, two draws specifically designed for the Express Entry and the Provincial Nominee Program issued invitations on 10th November with 775 Invitation to Apply and 613 on 24th November.
Till now 23 Provincial Nominee draws have been held and 13,000 candidates have been invited. Immigration, Refugees, and Citizenship Canada have been holding these draws since September.
In the following month in November, OINP didn’t send out any invitations through provincial nominee streams. In other words, it also means that the province has reached its aim for 2021.
Below is the summarized list of draws held in different provinces that compare from the most to the least number of invitations that have been issued in the month of November.
British Columbia
The province of British Columbia has held six consecutive draws and called for 861 candidates in the previous month to apply for a PNP via Express Entry BC and Skills Immigration streams that collide with a significant number of invitations that are issued every month particularly at the starting of the draw.
Manitoba
There were two draws that were held through the following streams that are: Skilled Workers Overseas, Skilled Workers in Manitoba, and Stream of Foreign Education. These draws took place last month on 1st November and 18th November respectively. 849 Letters of Advice were issued along with it.
Saskatchewan
The SINP (Saskatchewan Immigrant Nominee Program) in the month of November with the help of Express Entry held the largest round of invitations. Express Entry and Occupations in demand was a subset of this draw that comes under the International Skilled Worker Category inviting 633 ITAs for a PNP. The round of invitations had been issued after a month of hiatus.

Provincial Nominee Program
The provinces and the territories nominate candidates that are potential for permanent residency in Canada through PNP. The PNP is divided between the base and enhance.
For a base nomination, the targeted region does not include the Express Entry System. The provinces manage the system all by themselves. These nominations depend upon the processing of the specific criteria determined by the province itself.
From base nomination to permanent residency, there is a process that has two steps. The candidates are first chosen if they meet the required criteria or not for the provincial nomination stream.
