A new route will open in October for Ukrainians living in Canada to apply for permanent residency. The Canadian government announced on Saturday that PR applications will open for Ukrainians in Canada.
From October 23, 2023, Ukrainians with temporary residence status in Canada and at least one Canadian family member will be able to take advantage of the new pathway. It is expected that more information will be made available in the months leading up to the program’s October introduction.
In addition to spouses, common-law partners, parents, grandparents, siblings, and children or grandchildren of Canadian citizens or permanent residents, Ukrainian spouses, parents, grandparents, and siblings are also eligible.

Those who possess a Canada-Ukraine Authorization for Emergency Travel (CUAET) visa will have until March 31, 2024 to travel to Canada under the interim special measures provided by the Canadian government. A temporary resident visa (TRV) allows Ukrainians and their family members to enter Canada until July 15, when the CUAET application process ceased. However, Ukrainians and their families can apply for a CUAET application until July 15.
After arriving in Canada on a Temporary Resident Visa (TRV), Ukrainians and their families will have the option to extend their stay for up to three years through study permits and open work permits. Processors for IRCC will give these permits priority. This implies that immigrants from Ukraine can seek more education or employment prospects while taking advantage of the stability of a lengthier stay in Canada.
The creation of the Canada-Ukraine Agreements for Employment and Training (CUAET) in March 2022 has significantly eased the immigration process for Ukrainians. The CUAET has effectively assisted in the immigration of almost 166,000 people from Ukraine to Canada during the duration of its existence. This bilateral agreement has improved relations between the two countries and provided access for Ukrainians looking for better chances and a fresh start in Canada.
