PEI PNP holds a surprise draw for international graduates, i.e., Prince Edward Island recently held a surprise draw under the Labour and Express Entry streams of the Prince Edward Island Provincial Nominee Program (PEI PNP). This unexpected draw was different from the province’s usual schedule and focused on international graduates currently contributing to the province’s workforce.
Invitations were issued to graduates from the University of Prince Edward Island (UPEI), Holland College, and Collège de l’Île who are living and working in the province. This move highlights the province’s goal of keeping skilled graduates who have already studied and gained work experience locally.
PEI PNP Draw Results
On October 27, 2025, Prince Edward Island invited 159 candidates under its Labour and Express Entry streams, issuing over 159 invitations to eligible candidates.
This draw focused on international graduates with active employment in the province. Their educational and professional experience in Prince Edward Island demonstrates strong ties to the local economy and labour market.
So far in 2025, the province has issued 1,240 invitations through the PEI PNP.
Processing Through The PEI PNP
Like other Provincial Nominee Programs (PNPs) in Canada, eligible candidates must first submit a profile through the Expression of Interest (EOI) system.
Once their profiles are selected, candidates receive an Invitation to Apply (ITA) for provincial nomination. If approved, they get a provincial nomination certificate from PEI.
After obtaining the nomination, candidates can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence (PR).
The overall process may take over a year, depending on both provincial and federal processing timelines. However, some streams such as the Express Entry-aligned (or “enhanced”) categories offer faster PR processing because they are directly linked with Canada’s federal Express Entry system.
PEI’s ITA Schedule
Prince Edward Island is one of the few provinces that maintains a public Invitation to Apply (ITA) schedule for its PNP draws.
While the schedule is subject to change based on labour market needs, it helps maintain transparency for candidates in the EOI pool. It also ensures that draws are held regularly and align with the province’s employment priorities.
The October 27, 2025 draw marked a departure from the announced schedule, thus making it the second draw in the same month. This is the first time this has happened in 2025.
This suggests that PEI may be looking to increase the number of skilled workers and graduates becoming permanent residents sooner than planned.
The PEI Office of Immigration has noted that its ITA schedule is for informational purposes only, meaning that there’s no guarantee of exact timing or selection. Still, the recent draw shows flexibility in adapting to the province’s changing labour market and economic goals.
How The PEI Expression Of Interest (EOI) System Works?
As PEI PNP holds a surprise draw for international graduates, let us discuss how the province’s EOI system works.
The PEI PNP uses an Expression of Interest (EOI) system to select candidates who can best meet the province’s labour and economic needs.
The PEI PNP evaluates candidates’ profiles using several factors, including:
- Language: English or French proficiency.
- Education: Level, field, and place of study.
- Work Experience: Relevance to PEI’s key industries.
- Strategic Priorities: Alignment with provincial workforce needs.
- Employment Prospects: Job offers in PEI or previous Canadian experience.
Candidates who score high and show strong potential for settlement are more likely to receive an invitation to apply for nomination.
This unplanned draw highlights PEI’s continued commitment to keeping talented international graduates who have already integrated into local communities. By inviting those who studied and work in the province, PEI strengthens its workforce and supports long-term economic growth.
