Information on the new migration pathway for temporary residents is still negligible, however, as per the announcement of the immigration minister, there are some changes considered in the immigration pathway.
“The challenge I’m dealing with at the moment is that we may have more room in our immigration level plan than people who come on a temporary basis,” Fraser said on 21 June 21. There are half a million people in Canada who studying tentatively but they still have places for 400,000.
Fraser previously stated in a media release that the new program would not be the same as the program temporary residence-to-permanent residence (TR2PR) pathway which was launched in 2021. The TR2PR pathway was a one-time procedure that was launched to help to complete Canada’s aimed immigration targets. TR2PR pathway opens the immigration door for 90,000 temporary residents who are working in Canada to become permanent residents. The measure was introduced under the former immigration minister, Marco Mendicino.
In a media release, immigration minister Fraser was mandated to “Expand the avenues of a permanent resident to international students and temporary foreign workers”.
As of 11 May, the minister has 120 days to develop and issue a strategy to achieve these goals, as set out by a proposal submitted by Randeep Sarai, Member of Parliament for the Surrey Center in British Columbia.
“Over the next few months, we should be able to share some clarity on what these avenues could look like and I’m really looking forward to it because I think it’s a huge opportunity for Canada,” Fraser said.
The idea of giving additional marks through the express entry system is rejected by the immigration minister. Express Entry is an online management system that controls the immigration system through its three immigration programs that are FSWP – (Federal Skilled Workers Program), FSTP (Federal Skilled Trade Program), and CEC (Canadian Experience Class).
“I worry about it because it doesn’t necessarily give you the best and brightest under the Express Entry system, because we can be attracted to people who really don’t want to come,” Fraser said.
Although, there are also several reasons for this said by the immigration minister. He said one of the factors being addressed is that some temporary residents are denied their temporary permits due to the migration officer not being satisfied that the international people will leave for Canada after the end of their living duration. This creates a problem for those people who want to work and study in Canada and want to obtain permanent residency.
Fraser has to present a plan on the six points raised in the proposal by 8 September:
- Value working experience in Canada under economic immigration programs and expand eligible occupational categories;
- Inspect proof from other federal immigration programs;
- consolidate data on the labor market and skill shortages based on immigrant selection on a persistent labor gap;
- Motivate migrant confinement in small communities and francophone migration outside Quebec;
- recognize tools for rapid changes in labor market requirements and regional economic priorities; And
- particularly observe businesses and essential services such as caregivers, healthcare, manufacturing, trade, services, agriculture, and transportation.
At the same moment, Fraser said that the program is still in the stage of evaluation.
