Steinbach shares an employer list for rural PR programs. It is Manitoba’s third-largest city. The designated area includes several rural and urban communities, specifically within the municipalities of Ste. Anne, Piney, and La Broquerie, and the urban areas of Landmark and Vita.
Moreover, the Rural and Northern Immigration Pilot (RCIP) is a community and employer-led route to permanent residence. To qualify, candidates must have a valid job offer from a designated employer in one of the participating communities. Additionally, the job offer must be approved by the local economic development office, along with meeting other eligibility requirements of the RCIP.

Who Can Apply Through Steinbach’s RCIP?
To be eligible for Steinbach’s RCIP stream, foreign nationals must receive a job offer from one of the listed designated employers. In addition, the applicant must work in one of the priority occupations previously identified by the Steinbach community.
Earlier this month, Steinbach outlined its focus sectors and in-demand occupations under the RCIP.
Besides securing a valid job offer, applicants are required to meet specific criteria related to:
- Work experience
- Language proficiency
- Educational background
- Proof of settlement funds
Once the job offer is secured, the designated employer must submit a recommendation request to Steinbach Economic Development (SED). This must be done during the designated intake window.
The intake period opens on the first business day of each month at 9:00 a.m. and closes either on the 15th at 5:00 p.m. or when seven applications are received—whichever comes first.
Each month, SED will process a maximum of five recommendation applications.
Moreover, the first official recommendation intake for Steinbach opens from June 2 to June 15.
If the recommendation is approved, the applicant will receive a certificate that enables them to apply for permanent residence with IRCC.
Foreign nationals applying for PR under this pilot program are also eligible to apply for a two-year work permit while waiting for their PR application to be processed.

The RCIP provides a route to permanent residency for skilled foreign workers who aim to settle and work in smaller communities across Canada.
Moreover, the main objective of this pilot is to help rural communities meet workforce needs and encourage sustainable regional development.
There are currently 14 communities participating in the RCIP. As of now, the following have disclosed their designated employer lists:
- Timmins, Ontario
- Thunder Bay, Ontario
- Sault Ste. Marie, Ontario
