International graduate students from non-subsidized private learning instructions in Quebec will no longer have access to PGWP (Post-Graduate Work Permit) with effect from 1 September 2023.
According to the federal government of Canada, the intention of this measure’s implementation is to secure the probity of the foreign national students in Quebec. It was found in the recent investigation that some private institutions were involved in unscrupulous recruitment practices.
In other provinces, those foreign students who have enrolled in the private program of study are not eligible for the PGWP. Foreign graduate students who have an open work permit are qualified to work for up to three years in Canada. Once the measure takes effect, Quebec’s private colleges will be linked with the rest of the country.
International graduate students from the subsidized program of study will be qualified for the PGWP.

Unsubsidized private educational institutions have been attracting a large number of international students since 2018. About 4,900 international students obtained study permits for one of these institutions between 2016-2018. About PGWP – (Post-Graduate Work Permit)
The PGWP is an open work permit that gives an opportunity to international graduate students to work anywhere in Canada for any company. It is a pathway to obtaining a permanent residence status in Canada. Studies have shown that immigrants who have Canadian experience prior to immigrating to Canada perform better in the labor market than those who immigrate directly to Canada from their country of origin.
To be eligible for the PGWP, international student graduates need to study full-time for at least eight months at a designated educational institution (DLI). Candidates must have a study program degree, certificate, or diploma from the institution of the province.
During the pandemic, when students were forced to work from home, Canada introduced measures to allow international students to be eligible to study online. International students can count online studies completed between March 2020 to August 31, 2022, for their PGWP qualification.
