IRCC’s spokesman told in a media release that Express Entry was experiencing an IT glitch following the implementation of the NOC 2021. This IT glitch also affects Candidates of Express Entry. Provincial nominee program (PNP) applicants fall under this category.
There is no timetable for these fixes, even though the IRCC claims it is a thorough investigation of these problems. New information will be shared with applicants, according to IRCC.
Recently, several ineligible candidates received invitations to apply through Express Entry.
Although clients meet the MEC – (Minimum Entry Criteria) of the CEC – (Canadian Experience Class), IRCC is aware that sometimes the system indicates that they do not have enough work experience in Canada.
Several PNP applicants received ITAs erroneously issued during the November 23rd round of invitations due to this error.
The system fault also impacted PNP candidates updating their Express Entry profiles to reflect NOC 2021.
Certain Express Entry profiles are ineligible for ITAs because of synthetic code 93888. In order to continue to assess these applicants under NOC 2016, IRCC generated this synthetic code.
No Express Entry draw took place
These IT problems may have caused last week’s Express Entry draw to be skipped. An 18-month break from all-program Express Entry draws began in December 2020 and was completed in July this year. Candidates are now invited every two weeks on Wednesdays since the IRCC resumed draws.
On social media, candidates expressed frustration after the scheduled draw on December 7 wasn’t held. The IRCC stated that the draws would occur “approximately weekly.” However, there is no legislation that specifies how frequently they will run, even though they have traditionally taken place on Wednesdays. The IRCC has complete discretion over this matter.
Canada has invited more applicants with each draw. Eleven draws have taken place since July. Both November 9 and November 23 draws invited 4,750 candidates. CRS scores of 557 invited 1500 applicants to the first draw on July 6. Since the November 23 draw, the CRS scores have fallen with each subsequent draw.
NOC 2021
It was announced on November 16, 2022, that the NOC 2016 has been changed into the NOC 2021.
Job experience must be classified under NOC 2016 skill classes 0, A, or B to qualify for Express Entry. As part of NOC 2021, IRCC has adopted the (TEER) system which is Training, Experience, Education, and Responsibility.
Using this system, Canada will achieve the following four goals by replacing the outdated NOC with a new NOC and TEER system, which combines training, education, experience, and responsibilities (TEER). The Canadian labor market needs to be better understood, occupational forecasting needs to be improved, national labor supply and demand need to be better analyzed, and more targeted and specialized training and skill development need to be met by both Canadians and foreigners.
A new NOC 2021 was available for candidates who submitted profiles in the IRCC Express Entry pool previously. The IRCC profile needs to be modified for each post (job). Failure to comply with this will prevent candidates from receiving an ITA.
