With the introduction of Express Entry in 2023, Express Entry will begin to prioritize certain professions. Candidates will be selected based on a combination of qualities instead of their aggregate score on the Comprehensive Ranking System.
Bill C-19, which passed both chambers of government on June 23 and received Royal Assent, made it possible to make the anticipated modifications to Express Entry. According to the Bill, any applicant with desirable skills or qualifications can be invited to apply.
Canadian Immigration Minister Sean Fraser stated in an interview with the media in June 2017 that the modifications to Express Entry would help Canada choose immigrants with strong economic potential.
Canada already benefits from Express Entry, but there is still room for improvement, according to the minister.
If your economy is currently experiencing specific difficulties, it might have long-term problems, so [the Express Entry system] could be improved right now. As Fraser explained, certain in-demand credentials or skills cannot be considered when IRCC invites people to apply through Express Entry.
Canada will be able to welcome Express Entry applicants on a new basis under the Bill. It will promote a specific economic objective identified by the minister.
Who will receive an invitation?
A confirmation of the recipients of invitations to apply (ITAs) has not yet been made. As part of the decision-making process, the minister affirmed that he would speak with provinces, business councils, and other stakeholders.
As a result of the new powers granted to the minister. This body will be able to select the Express Entry applicants they want to invite based on the most urgent economic conditions and labor shortages.
The healthcare industry, for example, is considered to be one of the most urgent job categories. 6% of the workforce was unemployed in the sector in October. The government introduced the Foreign Credential Recognition Program to fill positions in the industry. As well as ease some restrictions on physicians who have international training and are currently in the country. To fill open positions more quickly, future Express Entry draw may favor only candidates with healthcare experience.
The system is evolving, but why?
Canada is facing a labor shortage as a result of an aging population and low birth rates. It is predicted that nine million Canadians will retire by 2030. And there won’t be enough young people to fill their jobs. So there will be a lot of vacancies that will be difficult to fill. It is important for the economy and workforce of Canada to remain stable because of immigration.
The Immigration Levels Plan 2023-2025 projects that by 2025, 500,000 new permanent residents will be admitted annually to support maintaining and growing the workforce. Over 110,000 of them will be accepted into the Express Entry program.

The Express Entry application management process aims to expedite the application process for skilled workers in three economic immigration categories: FSWP, FSTP, and CEC. With the launch of the Express Entry application management system in January 2015. ITAs are only given based on a candidate’s score on the Comprehensive Ranking System (CRS).
In addition to work experience and education, candidates are assessed according to the CRS according other human capital variables. It includes their age and whether they have relatives who have lived in Canada before. A candidate with the highest overall points is more likely to be selected in a draw based on their CRS scores. All of the criteria can be rated with a particular number of issues.
According to IRCC, candidates can still apply for Express Entry in targeted drawings provided they meet the program’s eligibility requirements. ITAs are not dependent on candidates’ CRS scores, however. It is possible to customize the draws for applicants based on their qualifications, such as education, language proficiency, or previous work experience.
