IRCC updates police certificate rules for IEC work permits, i.e., Canada has updated and clarified the rules related to police certificates for foreign nationals applying for work permits under the International Experience Canada (IEC) program.
The new guidance has been issued through updated instructions for immigration officers, which were recently published on the official immigration department website.
These changes mainly focus on when police certificates must be issued and how they should be assessed during the application process.
Under the revised instructions, the police certificate for an applicant’s current country of residence must be issued within six months of Immigration, Refugees and Citizenship Canada (IRCC) receiving the work permit application.
Earlier instructions did not clearly state that this six-month validity period must be calculated from the date IRCC receives the application. This clarification is expected to make the rule easier to apply consistently.
Another key update relates to applicants who have lived in another country for six months or more after turning 18. In such cases, the police certificate must be issued after the most recent time they lived in that country.
This rule also applies to U.S. citizens and permanent residents applying for IEC work permits through a recognized organization. It also applies to applicants from countries where police certificates are not normally required upfront, but are requested by immigration officers during review.

U.S. citizens and permanent residents are generally not required to submit a police certificate if they have only lived in the United States.
Moreover, police certificates are used by IRCC to check whether IEC applicants are allowed to enter and work in Canada under immigration laws. Applicants with criminal records that make them inadmissible may be refused.
In most cases, IEC participants must submit a police certificate for any country where they have lived for at least six months in a row since the age of 18.

The International Experience Canada program allows young people from partner countries to live & work in Canada temporarily. It also provides similar opportunities for Canadian youth abroad. Participants are usually between 18 and 35 years old.
To apply, candidates must first create a profile, enter the IEC pool, & receive an invitation to apply. After receiving an invitation, they must submit a complete work permit application within 20 days.
Along with police certificates, applicants must also meet all other eligibility rules set by the program to be approved.
Because police certificates can take time to obtain, applicants are encouraged to request them early in the process. Delays in getting these documents may affect application timelines.
Applicants are also advised that only one upload field is available for police certificates. If more than one certificate is required, all documents should be merged into a single file before submission.
