This week, five provinces, British Columbia, Alberta, Quebec, Prince Edward Island, and Manitoba, issued invitations for provincial immigration draw.
Provincial Nominee Programs (PNPs) are used by every province and territory in Canada, with the exception of Nunavut and Quebec, to choose applicants for economic immigration. With the help of these programs, each participating region will be able to draw in skilled immigrants who are best suited to meet the demands of the local labor market and demographic changes.
A deal between the federal government and the government of Quebec allows the province to maintain autonomy over its economic immigration policy, which is why it is not included in the PNP framework.
Provincial immigration outcomes from April 27 to May 3
British Columbia
As part of the British Columbia Provincial Nominee Program (BCPNP), the province of British Columbia conducted two provincial immigration lotteries on April 30, 2024.
The BC government issued 47 invites in one of the draws using a standard draw procedure. This draw, which included five streams, was structured similarly to past generic BCPNP draws from earlier this year:
- International Graduate – EEBC option
- Entry Level and Semi-Skilled
- Skilled Worker – Express Entry British Columbia (EEBC) option
- Skilled Worker
- International Graduate
By using this structure, British Columbia can draw in a wide range of graduates and talented individuals who can help the province achieve its workforce demands.
To be considered for an invitation in all streams, candidates must achieve a minimum score of 131, except for the Entry Level and Semi-Skilled applicant group, which requires a score of 107.
- Childcare Occupations: Nine invitations were issued, with a minimum score of 91.
- Construction Occupations: Nine invitations issued, with a minimum score of 93.
- Healthcare Occupations: Nine invitations issued, with a minimum score of 100.
- Veterinary Care Occupations: Fewer than five invitations issued, with a minimum score of 80.
Quebec
One of the two jurisdictions that releases the results of its provincial immigration draw in retrospect is Quebec, which just released the results of two separate draws.
On April 11, 2024, the province held the first draw, inviting 1,036 people to apply for permanent selection.
Note: In Quebec, the Minister of Immigration, Francization, and Integration (MIFI) is in charge of immigration matters. On April 8, 2024, the Arrima bank in Quebec issued the invites for this round.
In order to be invited to participate in this draw, candidates needed to fulfill both of the following criteria:
- Achieve at least level 7 in oral French proficiency according to Québec’s French proficiency scale for adult immigrants, known as the Échelle québécoise des niveaux de compétence en français, or its equivalent.
- Have a valid job offer located outside the Communauté métropolitaine de Montréal area.
Draw held on April 25
Quebec invited an additional 1,415 applicants to apply for permanent selection on April 25. The choices selected from the Arrima bank on April 22, 2024, served as the basis for the invites for this draw.
In order to be eligible for an invitation in this drawing, applicants had to fulfill three requirements:
- Attain a level 7 or higher oral proficiency in French, evaluated by the Échelle québécoise des niveaux de compétence en français.
- Possess a valid job offer outside the territory of the Communauté métropolitaine de Montréal.
- Achieve a minimum score of 598 points.
The Quebec government has invited these individuals, allowing them to apply for a Quebec Selection Certificate. Before submitting an application to the IRCC for permanent residency, anyone wishing to immigrate to Quebec must receive this certificate.
Alberta
Alberta is the second province, after Quebec, to release the results of its provincial immigration lottery after the fact.
The Alberta Advantage Immigration Program (AAIP), which is part of Alberta’s Provincial Nominee Program (PNP), revealed this week the outcomes of a draw held on April 17, 2024.
Moreover, for this draw, candidates who met the requirements for the “dedicated healthcare pathway with Alberta job offer” category received 49 NOI letters from the AAIP. All these candidates were required to have a minimum CRS score of 302.
Manitoba
Updated results for the most recent Provincial Nominee Program (PNP) draw were made public by Manitoba on April 30. The purpose of this draw was to make it easier for candidates to immigrate in accordance with the province government’s special immigration initiative for Ukraine.
The Manitoba Provincial Nominee Program (MPNP) sent 451 Letters of Advice to Apply for this special immigration measure to qualified candidates during this draw.
Then, in a second draw on May 2, Manitoba sent invitations to candidates in three streams.
Initially, the Manitoba Provincial Nominee Program (MPNP) issued 488 Letters of Advice to Apply. These letters were part of an occupation-specific selection within the Skilled Worker in Manitoba stream.
The qualified candidates listed below received these letters:
Individuals who hold the subsequent NOC 2021 occupations:
- 33102 – Individuals employed as nurse aides, orderlies, and patient service associates.
- 60020 – Professionals serving as managers in the retail and wholesale trade sector.
Individuals whose occupations fall under the following sub-major group of the 2021 NOC:
- Occupations within NOC 731 belong to the general construction trades category.
- Occupations within the following three major groups of NOC 2021:
- NOC 12: Administrative and financial supervisors and specialized administrative occupations
- NOC 14: Administrative and financial support and supply chain logistics occupations
- NOC 22: Technical occupations related to natural and applied sciences
The Manitoba Provincial Nominee Program (MPNP) issued 66 Letters of Advice to Apply to candidates who met the requirements for the province’s International Education stream, in addition to the categories listed earlier. For this group, there was no minimum score needed.
In addition, the Manitoba Provincial Nominee Program (MPNP) sent letters to 26 applicants under the Skilled Worker Overseas stream. Applicants needed a minimum score of 796 to qualify for this stream.
Out of the 941 letters issued on May 2, applicants with a valid job seeker validation code received 181 letters. These applicants also possessed an Express Entry profile number.
Prince Edward Island
On May 2, the Prince Edward Island Provincial Nominee Program (PNP) issued six invitations. These invitations went to candidates employed in the construction and healthcare industries.
