As per the constitution of Canada, immigration is a shared agreement between the provincial and federal governments. Till 1998 there were fewer numbers of provincial migration programs and most migrants settled in urban areas like Ontario, British Colombia, and Quebec. The government of the province and federal work jointly to promote this and expand the advantages of immigration throughout Canada and establish the PNP to motivate newcomers to settle in other provinces of Canada.
The PNP has success and it will become a prime immigration pathway for the economy class in 2022 and 2022 and more than 80,000 new migrants are expected to immigrate to Canada every year.
Work of Provincial Nominee Program
The final division of permanent residency applications will be taken by IRCC but provinces and territories are able to nominate eligible applicants. The province nominates those applicants who have the strongest chance to establish themselves financially within the province.
Those candidates who immigrate through PNP are eligible to do via two streams: either they can apply to a province that is stream base or obtain an enhanced nomination via the system of federal Express Entry.
Base provincial nomination
Those who want to get permanent residence in Canada can apply directly to a province this is called base provincial nomination. There are over 80 PNP streams across Canada and it is up to the candidate to self-assess which program is most suitable and follow the steps on the provincial government website. Once a province has received an application, it will review it to decide whether to grant a provincial nomination to a candidate.
If a candidate is successful, they will have to submit the nomination form to IRCC along with their application for permanent residence. If you are already in the Express Entry pool but are looking for additional avenues, it is also possible to apply for Aadhaar PNP.
Enhanced Nomination
Enhanced Nomination via PNP is usually a faster way to obtain permanent residence in Canada. Applicants have to be qualified for one of these programs such as the FSWP – (Federal Skilled Workers Program), CEC – (Canadian Experience Class), and the FSTP – (Federal Skilled trade program). Candidates have to create an express entry profile on the website of the federal government.
Once profiles are created, provincial governments can access the Express Entry pool and review candidates. If they see a candidate who would be suitable for the province, they may send them a notification of interest inviting the candidate to apply for provincial nomination.
After receiving a notification of interest
The candidates have to submit a PNP application separately after the acceptance of the provincial nomination.
If candidates meet the eligibility requirements, then they will get a letter of nomination. They can add this letter to their Express Entry profile and get 600 extra CRS points. These additional points make it highly likely that an Express Entry candidate will receive an Invitation to Application (ITA) from IRCC.
The steps of the Express Entry process in the enhanced nomination are given below:
Step 1: Check your eligibility for the Express Entry PNP.
Step 2: Create an Express Entry profile on the website or IRCC.
Step 3: Accept the provincial notification that you get and submit an application for your provincial nomination.
Step 4: Add your provincial nomination to your Express Entry profile to get 600 extra points that are added to your score.
Step 5: Submit your permanent residence application after receiving ITA from IRCC.
Step 6: Complete your medical check and police verification.
Step 7: Complete your landing process after getting approval through IRCC.
Advantages and Disadvantages
PNP comes with several benefits, especially increased enrollment. A provincial enrollment through the Express Entry program will significantly increase your odds of receiving a permanent residence invitation and you will also benefit from the six-month processing standard. This is better than the current average processing time for the base PNP stream of 27 months.
However, there are also fees to consider. Express entry fees with IRCC start at $1,365 CAD, plus the cost of biometrics, language tests, and educational credential assessment. There are additional fees if you are migrating with a spouse or dependent.
