It has just been made public in Canada that the Parents and Grandparents Program (PGP) application intake process for 2022 has begun.
IRCC will send invitations to apply to 23,100 interested potential sponsors over the next two weeks. In accordance with the PGP 2022, the IRCC will be able to accept up to 15,000 complete sponsorship applications under this amount. Later this week invites will start to arrive.
In the fall of 2020, IRCC will make a selection from individuals who indicated a desire to sponsor their parents and/or grandparents. According to IRCC, there are still over 155,000 potential sponsors in the pool. At that time, prospective sponsors had three weeks to express interest by filling out a form on the IRCC website. After accepting about 10,000 applicants for the PGP 2020, IRCC conducted a lottery. The same pool was used by IRCC to select about 30,000 applicants for the PGP 2021 last year.
Qualification for the PGP
The following conditions must be met for you to sponsor your parents or grandparents:
- Between October 13, 2020, and November 3, 2020, you filled out IRCC’s interest to sponsor form.
- 18 years of age or older
- Your country of residence is Canada
- Citizens, permanent residents, members of the Canadian Indian Act, or persons who are enrolled as Indians in Canada
- Your income meets the Minimum Necessary Income so that you can sponsor the people you want.
In order to be eligible for the PGP, you must have a Minimum Necessary Income (MNI). Sponsorship applications must be submitted with proof of financial eligibility after expressing interest through the online form. Selection and invitation to apply will, however, be refused to applicants who do not meet the minimum necessary income requirement. The provision of Notices of Assessments for each of the three taxation years before the application date is a requirement of all provinces and territories of Canada (other than Quebec).
As a sponsor, you will be responsible for all family members financially once you become a sponsor, so you must determine your family size to meet the minimum income requirement. The following are included:
- A sponsor is interested in the project.
- The children who depend on them.
- Those whose spouses or partners have dependent children.
- A past sponsor who is still responsible financially for another person they sponsored in the past.
- A sponsor may sponsor their parents, grandparents, and dependents (spouses or partners, children).
- Those children whose parents or grandparents will not accompany them to Canada.
- The parent’s or grandparent’s spouse or partner, regardless of whether they are able to immigrate to Canada.
A 30% reduction in the MNI threshold will be implemented for calendar years 2021 and 2020 due to the loss of income many people have experienced during the Coronavirus outbreak. Income may also be used to calculate temporary COVID –19 benefits and Employment Insurance benefits (such as Canada Emergency Response Benefits).
Residents of Quebec who sponsor
The immigration ministry of Quebec conducts an income assessment of Canadians who reside in Quebec and desire to sponsor a parent or grandparent in accordance with the provincial income guidelines.
Sponsors that are interested must submit a written undertaking to the IRCC and the Government of Quebec. This agreement specifies the length of time the sponsor will be liable for the family members. They are sponsored after they are granted permanent residency in Canada.
The obligation for parents and grandparents, excluding Quebec, is 20 years for all Canadian provinces. The pledge is valid for a period of ten years for Quebec citizens.
