This week, Canada’s four provinces Quebec, Manitoba, British Columbia, and PEI issued invitations to apply (ITA) for provincial nomination.
This rule does not apply to Quebec and Nunavut. The majority of Canadian provinces and territories operate their own PNPs. This initiative may invite interested candidates to submit a request for provincial nomination. Provincial nominations may facilitate the process of becoming a permanent resident.
Additionally, Quebec is responsible for handling immigration policies, which are different from those in Canada. Immigrants from every economic class are under the authority of Quebec only.
PNP admits approximately 105,000 PRs each year. Since 1998, PNP admissions have been steadily increasing. In addition to encouraging economic growth outside urban areas, the federal and provincial governments consider it an essential tool.

Quebec
Canada’s four provinces issued ITA for provincial nomination this week, Quebec is one of them. As well as, an additional 513 skilled individuals were invited to apply for permanent selection on December 1, taking the total to 998 skilled individuals on November 24.
A minimum Arrima Expression of Interest score of 603 points and job offers outside the Montreal Metropolitan Community were required for the November 24 draw, which did not target any NOCs specifically.
The draw on December 1 focused on candidates with specific NOCs and job offers from outside the Montréal Metropolitan Community. The minimum rating for candidates’ Arrima Expressions of Interest profiles was 589 points.
British Columbia
The application deadline for the British Columbia provincial nomination was December 6. Over 188 applications were received.
Moreover, 144 candidates were invited to participate in the province’s targeted tech draw. Also, a list of invited candidates for Express Entry and International Graduates was released.
In order to participate in the tech draw, candidates had to have SIRS scores above 95. British Columbia’s PNP is the only one that applies SIRS, similar to Express Entry’s CRS.
As part of the province’s invitation rounds, the following occupations received invitations.
- The number of early childhood educators and helpers with a minimum score of 60 is 32.
- The Express Entry category requires at least 12 healthcare professionals with at least 60 points.
- Other priority vocations have minimum requirements of 60 points.
Manitoba
It was proposed that 305 candidates apply under the Manitoba Provincial Nomination Program. It is mandatory that candidates meet the minimum set of requirements associated with their program in order to be considered for an invitation. A province-wide invitation was extended to:
- The Manitoba Skilled Workers organization sent out 206 invitations to candidates with a minimum 775 score.
- 44 candidates were invited to interview with Skilled Workers Overseas after scoring at least 673 on the interview test.
- An invitation to the International Education Stream was sent out to 56 individuals without scoring requirements.
- It was found that 31 applicants with Express Entry profiles had been invited to apply.
As stated in the NOC 2016, the province will still process EOI submitted before November 16. The NOC 2021 will govern the review of EOIs submitted on or after November 16.
Prince Edward Island
69 candidates were accepted by Prince Edward Island on December 1 through the Express Entry and labor streams. This brings the provincial total to 1,721, which is the highest number of applicants for 2022.
A separate Expression of Interest (EOI) needs to be submitted by candidates interested in being nominated for PEI through Express Entry in addition to the above.
Accordingly, the Express Entry profile is scored, and the applicants with the highest scores from the monthly draw are invited to apply through the Express Entry program.
