British Columbia publishes the 2024 PNP year-end report. The report highlights important policy shifts, the number of nominations issued, the changing occupational profile of nominees, their salaries, and the top countries of origin for new immigrants coming through the program.
How Many Nominations Did BC PNP Issue In 2024?
In 2024, the British Columbia Provincial Nominee Program (BC PNP) reached its full nomination allocation by issuing 8,000 nominations for permanent residence.
Of these 8,000 nominations, a significant majority—7,972 or 99%—were granted through the Skills Immigration (SI) stream. Only 28 nominations were issued under the Entrepreneur Immigration stream, showing that the province continues to prioritize skilled workers who meet current labour market needs.
Here’s the full breakdown of SI streams for 2024 and the percentage of nominations they accounted for:
| Streams Under SI | Percentage Of Nominations |
| Skilled Worker | 35% |
| Health Authority | 23% |
| Entry-Level and Semi-Skilled (ELSS) | 3% |
| International Graduate | 20% |
| International Post Graduate | 19% |
A noteworthy takeaway is that 81% of SI nominees in 2024 were in streams that required an active job or a valid job offer to address specific labour market shortages in B.C.
Breakdown Of Skills Immigration
There were noticeable shifts in the occupational profile of BC’s Skills Immigration nominees in 2024. The education, law, and social/community services category made up the largest share, reflecting B.C.’s focus on occupations like early childhood educators. Natural and applied sciences was the second-biggest occupational group.
| Occupational Category Of SI Nominees | 2024 |
| Education, law and social/ community/government services | 23.5% |
| No listed occupation (IPG stream nominees) | 18.7% |
| Natural and applied sciences and related | 16.3% |
| Health | 12.1% |
| Sales and services | 12% |
| Business, finance and administration | 8% |
| Trades, transport and equipment operators and related | 7.4% |
| Arts, culture, recreation and sport | 1.2% |
| Legislators and senior management | 0.4% |
| Manufacturing and utilities | 0.3% |
| Natural resources, agriculture and related production | 0.1% |
Salary details for SI nominees by stream show how earnings vary across different skill groups:
| Stream Of Nominee | Median 2024 Salary |
| Skilled worker | $72,800 |
| International Graduate | $51,501 |
| Entry Level and Semi-Skilled | $39,520 |
| Health Authority | $56,992 |
India, China, the Philippines, Iran, and Nigeria were the top five source countries for Skills Immigration streams in 2024. The BC PNP continued its goal of distributing immigration more evenly by ensuring that 42% of all nominees settled outside of Metro Vancouver.
How Has The BC PNP Changed In 2024?
As British Columbia publishes the 2024 PNP year-end report, one of the biggest developments this year was the March announcement about the closure of the International Graduate and International Post-Graduate streams.
These two popular pathways were supposed to be replaced with three new student-focused streams: Bachelor’s, Master’s, and Doctorate. However, due to a reduced nomination allocation for 2025, the province decided to delay launching these new streams for now.
Additionally, in May 2024, the province confirmed that its regional entrepreneurship pilot would become a permanent program. The new BC PNP Entrepreneur Immigration Regional Stream aims to help smaller communities attract entrepreneurs to support economic growth outside major urban centres.
This report provides a clear look at how British Columbia’s PNP continues to adapt to evolving provincial needs while trying to balance regional labour gaps, student pathways, and the province’s broader economic goals.
