On November 22, a new session of the Parliament took a new start, after being on a hiatus during the summer as to stay clear when the country’s 44th Federal elections were taking place.
As soon as the parliament open, the ministers of Canada’s cabinet shall engage in making new laws and reforms. They will also be responsible to represent the House of Commons and its constituents. But before starting with all of this, there are two important traditions that take place and they are equally essential. One of them is electing a new speaker and the other important task is the throne speech.
The new session of the Parliament is opened by the throne speech which is formulated by the government and gets the approval of the Prime Minister of Canada. It contains the vision and the mission that would affect the Canadians in the most positive manner.
The Prime Minister stated that the throne speech for the 44th Parliament will discuss issues like the fight during the COVId-19 pandemic and how we can hope for a better future. Mari Simon has been appointed to deliver a speech by Justin Trudeau, the Prime Minister of Canada.
Immigration will also be one of the topics to be discussed by the government on the day of the opening of the Parliament. Similarly, last year too, the immigrants who land in Canada were praised for uplifting the economic growth of Canada. They also acknowledged the sacrifices that were made to support Canada and the Canadians. Soon after Canada developed new one-time immigration pathways were created specifically for skilled professionals and graduates in spite of the fact that the backlog of Canadian immigration continues to grow.
The throne speech gives a glimpse of all the agendas and the objectives that would be looked after by the government. We will have more information on this once the government gives press releases and mandate letters through the Cabinet Ministers.
The first day in the Parliament
The parliament begins officially after the speaker is elected. Even before that the main task is to elect the Speaker. The speaker has the responsibility to maintain the rules of the Parliament and keep an orderly environment during the debate.
Anthony Rota was the speaker of the previous Throne Speech. She was a member of the Party representing the Liberal Party for Nipissing-Timiskaming in Ontario.
There are other traditional ceremonies too that take place before the opening of the parliament. The main event however is the Throne Speech. On the behalf of the Senate, an usher comes in and invites the MPs to the Senate Chamber. The Senate speaker states that the MPs are required to choose the speak of the House of Commons right before the Throne Speech.
A Secret Ballot is carried out for electing a speaker as soon as the MPs return to the House of Commons. After the Speaker has been elected it is the duty of the PM and official opposition to take them to their designated chair.
Once the Speaker has been chosen, The MPs return to the Senate and the throne speech is given by the Governor-General that also takes place the next day.
