From 31st May 2023 onwards, all provinces and territories will see increases in the median hourly wage for the TFW program. Nunavut will have no increase in median hourly wage.
Temporary Foreign Worker Program (TFWP) requirements are determined by the province and territorial median hourly salary. To file an LMIA, employers must select the appropriate stream based on whether they’re hiring employees at high pay or low pay. Each stream has its own requirements depending on the role and the wage being offered.
A person with a low wage is seen as having a low salary if their pay falls below the median wage in a province or territory. As well as, a person with a high salary is perceived as having a high salary.
Temporary Foreign Workers Program – An overview
To fill open positions, Canadian employers can hire foreign workers under the TFWP. A labor market test administered by the Canadian government is required of employers seeking to fill positions under the TFWP. The LMIA provides assurances that foreign workers will benefit the Canadian labor market if hired by a company.
An LMIA and a temporary work permit are required before a foreign national can begin working for a Canadian employer under the TFWP.
A transition plan demonstrating how you intend to gradually reduce your dependence on foreign workers is required with the LMIA if you want to hire a high-paying employee. In this way, qualified Canadians will have priority when applying for job openings.
A company that offers a wage that is below the median wage of the province or territory is required to:
- Provide temporary foreign workers with round-trip transportation.
- The affordability of housing should be ensured.
- Until workers become eligible for provincial health insurance, they must pay for private health insurance.
- The provincial or territorial workplace safety board should be notified about the temporary foreign worker.
- Employers should provide employees with a contract.
Moreover, the Canadian worker will be considered by ESDC – (Employment and Social Development Canada) in preference to any competent Canadians.
