Thunder Bay opens a PR pathway with a new RCIP job list.
Under the Rural Community Immigration Pilot (RCIP), a foreign national must secure a job offer from a designated employer within a participating community to apply for permanent residence.
Targeted Sectors And Occupations
The Thunder Bay Community Economic Development Commission (CEDC) has identified five key sectors it will prioritize for international recruitment under the RCIP:
- Healthcare
- Business and Finance Administration
- Education, Law, Social, Community, and Government Services
- Sales and Service
- Trades, Transport, Equipment Operators, and Related Professions
The Thunder Bay CEDC is focusing on the following occupations within these sectors:

Which Employers Can Hire Through The RCIP?
Thunder Bay opens a PR pathway with a new RCIP job list. Well, Thunder Bay’s new PR pathway is available only through designated employers within the community that hold IRCC-partnered economic development credentials.
Employers can use the program to:
- Retain qualified foreign nationals already working locally.
- Recruit qualified foreign nationals from outside Canada or from other parts of Canada to fill labor shortages in approved sectors and jobs.
As of now, Thunder Bay CEDC has not published a list of designated employers. Further updates will be shared as the RCIP progresses in 2025.
Who Can Apply For PR Through Thunder Bay’s RCIP?
Foreign nationals may qualify for PR under Thunder Bay’s RCIP if they meet the following:
- Have a valid job offer from a designated employer in the community.
- Possess at least one year of relevant work experience within the past three years.
- Meet official language test requirements.
- Demonstrate sufficient settlement funds.
- Hold a Canadian credential or its equivalent from abroad.
Candidates cannot directly apply to the CEDC for a recommendation. Instead, the employer offering the job must submit the candidate’s file to the CEDC to secure a community recommendation.
Once all requirements are met — including the job offer and recommendation — the foreign national can apply to the federal government for permanent residence.
Work Experience Criteria for Thunder Bay’s RCIP
Thunder Bay opens a PR pathway with a new RCIP job list. Candidates must meet these general work experience requirements:
- Experience must match the duties outlined in the NOC description.
- Experience must be at the skill level associated with the NOC TEER category of the job offered.
- Must complete most of the main duties listed for the role.
The work experience must align with these TEER level connections:

| TEER 0 or 1 | Must be in TEER 0, 1, 2, or 3. |
| TEER 2 | Must be in TEER 1, 2, 3, or 4. |
| TEER 3 or 4 | Must be in TEER 2, 3, or 4. |
| TEER 5 | Must be in the same 5-digit NOC code. |
Special exceptions apply to healthcare workers and to foreign graduates who studied in the community where they have received their job offers.
