Immigration to Canada can be done in a lot of ways, among them, the Provincial Nominee Programs PNP play a significant role.
All the provinces in Canada (except Quebec) have a separate Provincial Nominee Program operated by the province itself. These PNP programs are specifically built according to the requirements needed by the territory and province. The perk of having a PNP is that the province and territory have the liberty to select the immigration candidates who will suit Canada’s labor market needs the best and help to splurge the economy. All the provinces of Canada (except Quebec) operate and maintain their won regional settlement of the population that migrates under the governance of the province.
The specially designed PNP is for potential skilled professions from foreign who would like to immigrate to Canada as permanent residents in a given province.
Meanwhile, the government of Canada overlooks all of the other pathways of immigration, different aspects of Canadian PR, levels of immigrants, and rules and regulations for Canadian citizens. The provinces of Canada on the other hand are prominent when it comes to selecting the candidates who would be future citizens of Canada.
The PNP was first launched back in the year 1998 and since then it has become one of the most prominent pathways of Canadian immigration along with Express Entry. Until 2023, concerning the latest Immigration Levels Plan, Canada is to welcome more than 80,000 immigrants every year for permanent residents.
Latest PNP-Focused Express Entry Highlights- October 2021
All the provinces (except Quebec) channelize at least one of their PNP streams to get along with the Express Entry System managed by the federal government. The Express Entry is the prime gateway for potential Canadian immigrants who come to Canada for economic reforms.
Lately, biweekly PNP draws are being held specific to Express Entry by IRCC- Immigration, Refugees, and Citizenship Canada.
In October alone, two Express Entry draws were conducted specially for PNP candidates that granted 681 Invitations to Apply ITAs on October 13th and 888 on October 27th respectively.
For two consecutive years, only PNP-specific draws are being held by the Immigration department of Canada. Since the beginning of 2021, several ITAs have been issued and 21 PNP-specific draws that invited a record-breaking number of potential immigrants through Express Entry this year.
Ontario
The Canadian province of Ontario, through Ontario Immigrant Nominee Program (OINP) last month, held a total number of seven draws.
Following a hiatus for a couple of months, HCP- Human Capital Priorities Stream took place, inviting 486 migrants to apply for the PNP on the 6th of October.
The next day, a total number of 162 candidates of Express Entry were called to apply via (FSSW) French-Speaking Skilled Worker stream. The candidates are required to have a score between 461 to 467 to be eligible to make an Express Entry profile.
The second round of draws was held on October 21 for scholars and professional candidates. The Ph.D. Graduate, Masters Graduate, and the Employer Job Offer streams invited 546 candidates’ potential of immigration.
More recent draws of October were the Human Capital Priorities Stream (HCP) that took place on the 27th of October and recorded invitations of 1,406 candidates. Invitations were favored to candidates who had a job profile in any one of the in-demand occupations in Canada.
Next, on October 28th, an Entrepreneur stream draw was held that issued 20 invitations to all those who had a CRS score of 147 and above.
In another set, 2,620 candidates were invited by Ontario for PNP in the same month which summed up to be more than it was last month in September.
British Columbia
Six consecutive draws were held by the province of British Columbia in the last month where 960 immigration candidates were invited and encouraged to apply for a provincial nomination in BC. The two streams, Express Entry British Columbia and Skills Immigration are been issued per month since January 2021.
Manitoba
In the past month, the Manitoban province held (International Education Stream) IE, Skilled Workers in Manitoba streams, and Skilled Workers Overseas SWO respectively. The draws were scheduled on the 7th October and the 21st October when 885 LAA (Letters of Advice to Apply) that was issued to 179 candidates through Express Entry.
Alberta
On October 12, 293 immigration candidates with least score of 300 via the Alberta Immigrant Nominee Program under the Express Entry Stream.
Prince Edward Island
PEI focused on economic class candidates and issued invitations under Labor Impact and Express Entry class. The draws were scheduled on the 21st of October and issued to 204 candidates. 9 out of them belonged to the Business Impact candidate with a minimum point of 72. Ten draws were held that issued a total number of 1,541 invitations altogether.
What are PNPs?
Provincial Nominee Programs are the power possessed by the territories and provinces of Canada to nominate a potential permanent resident candidate.
The PNP is further divided between two streams:
- Base
- Enhanced
The base stream is not related to the Express Entry system in any way since it is solely operated and managed by the provinces alone. The PNP stream of a province is created in such a way that it only caters to the specific requirements of the province, thus the candidates selected for the same, have a selection criterion related to that particular stream.
How can you turn base nomination into a successful PR?
The answer is plain. The process consists of only two steps. Firstly, the candidate has to see if they are fitting the eligibility criteria well to be eligible to apply for a PNP stream. Next, if they are successfully eligible, then they are awarded a provincial certificate which will help them to apply for a Canadian PR status along approved by the government of Canada.
On the other hand, the enhanced nomination streams are some ways or the other connected to the Express Entry system. The provincial immigration officers are permitted to look through the Express Entry pool and search for candidates who match the criteria and skill set needed by the province. These candidates are then invited by the provinces to apply for a PNP.
FSWP- Federal Skilled Worker Program, CEC- Canadian Experience Class, and the FSTP- Federal Skilled Trades Program are the three high-level immigration programs specific to the economic class migrants. Express Entry supervises these programs.
Additionally, the candidate is granted an extra 600 points if they are selected for a provincial nomination due to the enhanced provincial stream. Thus, making them invincible as a potential PR candidate to receive an Invitation to Apply for the next draw of Express Entry that is scheduled.
