Before an employer in Canada can hire a foreign national, they must obtain authorization from the government of Canada through the LMIA – (Labor Market Impact Assessment process). The government requires that the hiring of foreign nationals contribute to the Canadian labor market in a positive or neutral way. Federal and provincial regulations do not allow Canadians to be passed over in favor of foreign workers. And Canadians will get benefits and compensation that comply with them.
Hiring foreign workers still requires an LMIA in Quebec. However, foreign workers are not required to advertise their position before being hired in some occupations.
Quebec’s employer requirements

This means that during this period, employers who are looking to fill these types of positions are not required to advertise the job. Also, no need to prove that they made efforts to recruit candidates from within Canada before hiring a foreign worker.
