Provincial Nominee Programs (PNPs) are conducted by most Canadian provinces and territories, excluding Quebec and Nunavut Province.
These PNP Programs give the opportunity to candidates to apply for the province nomination. Once the candidate receives the nomination, they can utilize it to support their Permanent residence application.
Three of these Canadian provinces drew invitations last week to invite immigration candidates to apply for province nomination and take one step ahead towards the dream of their permanent residence in Canada.
The three Canadian provinces that draw the invitation are Saskatchewan, BC, and Manitoba.
The Saskatchewan Immigrant Nominee Program
85 immigrants were invited to register for a provincial nomination by Saskatchewan on March 8th.
If we look into the past, the draws made by Saskatchewan were less in comparison to the past years.
To talk in numbers, this year, it invited only 225 candidates to apply for the provincial nomination, which is way less than the 1975 candidates who were invited on March 11 last year.
A media representative from the Saskatchewan government speaks out that EIO draws invite the unemployed candidates who are well educated and experienced for the requested occupations.
He further added that the SINP focuses on the applications from the candidates with employment requests to manage the shortage of labor. In recent months we received a lot of applications from candidates with employment offers; that’s why the EOI draws are were adjusted to handle this.
In these invitations, 39 invitations were moved to Express Entry candidates and 43 of these to the Occupations in High Demand. For both the candidate categories, a minimum of 87 scores for Expression of Interest (EOI) was required, and they must have work experience in at least one of the 31 occupations.
Saskatchewan also gave three invitations to Express Entry to the candidates living in Ukraine concerning the recent Ukraine crisis. In addition to this, on 4 of March, Saskatchewan invited 36 people from Ukraine to apply for a provincial nomination Program.
(MPNP)- The Manitoba Provincial Nominee Program
If we talk about the Manitoba Provincial Nominee Program (MPNP), on 10 of March, it sent invitations to 120 candidates to encourage them to apply for a provincial nomination. An invitation was sent for three different immigration streams:
- Skilled Workers in Manitoba — Within 120 invitations, 50 were for skilled workers in Manitoba, which must have a minimum score of 781;
- Skilled Workers Overseas — 34 out of the total invitations were for Skilled Workers for Overseas, which must have a minimum score of 718
- International Education Stream — 36 invitations were for International Education Stream. Any required score wasn’t mentioned for this.
The Express Entry system had profiles of 33 applicants who were invited to apply from all of the above.
Manitoba also arranged a special draw for Ukrainian people around March 9.
Around 71 invitations were sent to Ukrainian citizens by Canada who has the profiles expressing the interest in Manitoba’s pool of candidates.
The Invitations were based on different conditions.
The candidate must have a Canadian Language Benchmark (CLB) of a minimum of 4 in all skill sets according to a valid language test, and they must get at least 60 points in the MPNP’s assessment. In addition to this, the candidate must have any previous connection to Manitoba, for instance, a family member, a close relative, a community member, or a previous job or study in the respected province.
The British Columbia Provincial Nominee Program
Another province that conducted its PNP was British Columbia.
In British Columbia Provincial Nominee Program (BC PNP) was held on March 8. It sent around 204 invitations to immigration candidates to offer them to apply for a provincial nomination.
The Express Entry British Columbia (EEBC) and Skills Immigration (SI) draws occurred separately. These were used to conduct the draws.
The invitations were sent out as part of the Skills Immigration and Express Entry BC streams for skilled workers, international graduates, entry-level workers, and semi-skilled workers.
A general draw was conducted, and a total of 191 invitations were issued through it.
Depending on the program eligibility, the candidate received the invitations when they obtained the minimum required score between 77 and 128.
Another draw was based on the occupations of candidates, which comes under NOC 0621, which includes retailers and wholesale trade managers, or NOC 0631, which includes Foodservice and restaurant managers.
Regarding this draw, with a minimum of 128 scores, 13 invitations were sent.
British Columbia has been conducting invitations every two weeks, which mainly target these occupations throughout the pandemic. The reason to conduct these separate draws is the high demand within the particular labor market. There are a number of candidates who have registered, particularly in the province’s Skills Immigration Registration System (SIRS)
Types of PNP’s: enhanced and base PNPs
With regard to Express and Non- Express Entry, there are two types of PNPs Province Nominee Program: The Enhanced PNPs and the base PNPs.
- The Enhanced PNPs- It uses an Express Entry system to invite candidates. With these enhanced PNPs, 600 points are added to the Comprehensive Ranking System score of the nominated candidate. To get permanent residence, the candidate can use these points in the next Express Entry draw to get an Invitation to Apply (ITA).
- The base PNPs – It operates through the specific province’s application management system. The Base PNP applications are trying to be more digital with time. Within base PNPs, the Immigration, Refugees, and Citizenship Canada (IRCC) have released an online application portal for permanent residence that allows candidates to apply online.
