Labor Market Impact Assessment (LMIA)
Canadian employers can hire foreign workers through the Temporary Foreign Worker Program. However, they need an LMIA before hiring any worker from foreign countries. So, LMIA is a document that shows that there is a requirement of a foreign worker to take the vacant job as there are no Canadian workers for that particular job position. Facilitated LMIA: Employers in Quebec can hire foreign workers for certain specified occupations without the requirement of advertising. This process is named a “facilitated” LMIA. And the applications for facilitated LMIA process has to be approved by both provincial and federal government. The Immigration Ministry of Quebec provides an updated list of occupations every year. An employer would not have to advertise an open position for such occupations before hiring a temporary foreign worker. These occupations are eligible for simplified processing under the LMIA process. The list of Occupations adopted for facilitated LMIA is in accordance with the NOC system. On the new list, some of the occupations are the same as that of last year’s and some more have been added while a few of them removed. There are a total of 181 occupations on the newly updated list of 2021. The ministry of Quebec has added 70 more occupations to the new list this year.Some of the occupations added are:
- Telecommunication carriers managers;
- Homebuilding and renovation managers;
- Information system managers;
- Geoscientists;
- Oceanographers and others.
