IRCC has commenced the process for the 2023 Parents and Grandparents Program (PGP) intake. Invitations have been dispatched to eligible applicants, inviting them to submit sponsorship applications for their parents or grandparents. This initiative allows Canadian citizens and permanent residents to reunite with their loved ones through family sponsorship. Applicants are now encouraged to take the necessary steps to participate in this program and bring their parents or grandparents to Canada for family reunification.
The application must be completed and submitted online via the Permanent Residence Portal together with your parents and grandparents. Application filing can be done either by the principal applicant (your parent or grandparent) or by an agent duly appointed on their behalf.
In order to submit an application online on behalf of an authorized representative, the applicant must first log in to their Representative Residence Portal account.
You must submit your application to IRCC no later than December 22, 2023, at 11:59 p.m. eastern Standard Time. Furthermore, IRCC will not approve applications that are submitted late or in part.
Uploading your details and accompanying documents
Upon notifying IRCC of your desire to sponsor, they will provide you with a unique barcode that corresponds to the data on your application. You must submit a digital version of this barcode page in the “Additional Supporting Documents” part of the site in order to complete your application. When doing so, mark the paper as being for “Other.” This stage streamlines the sponsorship process by ensuring that your application is appropriately linked with the data you supplied during the statement of interest.
To ensure the fullness of your application:
- Adhere to the instructions outlined in the provided PGP application guide.
- Ensure your sponsorship application matches the details on your 2020 Interest to Sponsor form, including attaching the status in Canada document.
- Pay all required fees online, as IRCC does not accept other payment methods. Provide proof of payment to avoid an incomplete application.
- To determine whether biometrics are required, consider paying the biometrics fee when submitting your application fees.
- Optionally, furnish your Social Insurance Number (SIN) and consent on form IMM 5768. This enables IRCC to access your income tax data from the Canada Revenue Agency (CRA) for income assessment.
- If you choose not to provide your consent and SIN, complete form IMM 5748. Include Notices of Assessment from CRA for the tax years 2020, 2021, and 2022.
- Access your personal tax information through CRA’s My Account online service.
Income requirements that are essential at a minimum level
Applicants and their co-signers (if applicable) must meet the Minimum Necessary Income (MNI) criteria. This is based on the income for the three consecutive tax years preceding their application submission date. IRCC assesses this for the 2023 intake by reviewing income data from 2020, 2021, and 2022. For the tax years 2020 and 2021, the income requirement remains at the MNI level. This decision is made without the additional 30%. It aims to accommodate individuals who might have experienced temporary income losses during the pandemic. Moreover, the MNI serves as a pivotal eligibility benchmark. It demonstrates the sponsor’s financial capacity to support the intended beneficiaries under the PGP.
