Newfoundland and Labrador issues most NLPNP invites since July, i.e., the province held a new round of invitations through two of its main immigration programs.
A total of 330 Invitations to Apply (ITAs) were issued under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
Summary Of The Draw
The Office of Immigration and Multiculturalism (OIM) sent out the 330 ITAs using a 2:1 ratio, with most going to NLPNP candidates.

This is the highest number of NLPNP invitations since July 10, 2025, and the highest AIP count since September 26, 2025.
The NLPNP did not say which specific streams the invitations came from.
So far in 2025, the OIM has held 13 draws through both the NLPNP and AIP.
Provincial Immigration Numbers For 2025
So far this year, Newfoundland and Labrador has issued the following number of invitations:

For 2025, the province has a total of 2,525 nomination spaces, divided as follows:
- 2,050 for the NLPNP
- 475 for the AIP
It is important to understand the difference between invitations and nominations. An invitation lets a candidate apply, but it does not mean they will get approved. A nomination means the province has approved them and counted it towards its federal quota.
After getting a provincial nomination, a candidate can apply for permanent residence through IRCC. If the nomination is from an Express Entry-linked PNP stream, the candidate may enter the Express Entry pool and wait for an Invitation to Apply.
Some candidates do not finish their applications or may be refused. Because of this, the province may issue more invitations than the number of nomination spaces available.
The province was first given 1,050 NLPNP nomination spots, but later received an additional 1,050 after talks with the federal government.
Higher PNP Targets For 2026
For 2026, the federal government has raised the permanent resident admissions target through PNPs to 91,500, up from 55,000 in 2025.
This is a 66% increase.
With these higher targets, Newfoundland and Labrador will likely get more nomination spaces next year. This will help the province invite and approve more skilled workers.
However, the exact number of nomination spots for each province in 2026 has not yet been announced.
