Newfoundland and Labrador invited 62 candidates to apply for provincial immigration on September 18.
Of these invitations, 61 were issued through the Newfoundland and Labrador Provincial Nominee Program, while one was issued through the Atlantic Immigration Program.
Invited candidates have 60 days to submit a complete application for nomination or endorsement. Successful applicants can then apply to the federal government for permanent residence in Canada.
A temporary federal measure introduced on June 9, 2026, also allows eligible nominees applying through a base provincial nomination pathway to apply for a Bridging Open Work Permit without first receiving an Acknowledgement of Receipt for their permanent residence application.
If the applicant’s current work permit expires before the authorities process the Bridging Open Work Permit application, the applicant can continue working under the conditions of the expired permit through maintained status, provided they remain in Canada.
Applicants under the Atlantic Immigration Program cannot obtain a Bridging Open Work Permit. However, candidates endorsed for permanent residence may qualify for a two-year employer-specific work permit connected to the Atlantic Immigration Program.
A Look At Newfoundland And Labrador’s Immigration Draws
Newfoundland and Labrador has issued invitations through both provincial immigration programs in most of its 2026 selection rounds. Only three rounds were limited to the Provincial Nominee Program.
The latest selection had the lowest combined number of invitations among rounds that included Atlantic Immigration Program invitations since the province introduced its Expression of Interest model in February 2025.

Newfoundland and Labrador’s Office of Immigration does not provide details about the specific provincial nominee streams selected in each round. It also does not identify the occupations or sectors of candidates invited through either program.
As of September 18, the province had issued 2,654 invitations through its two provincial immigration programs. This included 2,259 invitations through the Provincial Nominee Program and 395 through the Atlantic Immigration Program.
The province has conducted 15 selection rounds in 2026 so far.
Newfoundland And Labrador’s Skilled Worker Selection Process
Foreign nationals must complete several steps to secure provincial nomination and eventually apply to the federal government for permanent residence.
Candidates must:
- Meet the eligibility requirements of the relevant immigration pathway.
- Both the Provincial Nominee Program and the Atlantic Immigration Program require a job offer, except under provincial nominee entrepreneur streams.
- Create and submit an Expression of Interest profile to enter the province’s candidate pool.
- Expression of Interest profiles remain active for 12 months before they expire.
- Secure selection in a provincial draw and receive an invitation to apply if their profile matches the province’s priorities.
- Submit a complete application for provincial nomination or Atlantic Immigration Program endorsement within 60 days.
- Candidates submit provincial nominee applications, while employers submit Atlantic Immigration Program endorsement applications.
- Receive a nomination or endorsement certificate from the province before proceeding with the federal permanent residence application.
The province considers several factors when setting its selection priorities. These may include employment outside major urban centres, work in healthcare and completion of studies at a Newfoundland and Labrador post-secondary institution.
Moreover, Newfoundland and Labrador received an allocation of 2,854 spaces across its provincial immigration programs for 2026. Of these, 2,379 spaces are allocated to the Provincial Nominee Program and 475 to the Atlantic Immigration Program.
The federal allocation represents the number of nomination or endorsement certificates that the province can issue during the year. It is separate from provincial invitations, which can be issued months before certificates are granted.
