According to the latest report of BCC (the Business Council of Canada), there are 80 businesses in Canada were surveyed regarding the ways to use of immigration program of Canada to recruit Skilled workers. Overall, the occupations surveyed employ more than 1.6 million employees. According to a survey of two-thirds of companies, they use Canada’s immigration system to hire talent overseas and the rest will recruit those who have moved to Canada.
Canada wants to immigrate to more than 450,000 new permanent residents every year as per the immigration level plan 2022-2024. As well as Canada provides a gathering of work permits and routes of migration through the economic class.
Increment in job requirements and a rise in the labor shortage
More than nine million Canadian people reach their age of retainment due to which Canada is experiencing a shortage of labor that may double in 2030. Because of this, the rate of job vacancies is a record high. As per the survey of BCC, all employers in Canada admitted that they are struggling in finding skilled workers in all industries.
The technical department of Canada has been most affected by the shortage of labor due to the growth of the industry and surpassing the demand for skilled workers. Some professions in tech sectors that are most in-demand are computer science, engineering, and information. This challenge has been occurring for many years now. According to the annual Express Entry report of 2020, applicants who are applying for permanent residency and have experience in these professions increase their chances of getting an ITA.
Programs used by employers in Canada
There are three programs that are most used by the employer in Canada to recruit foreign skilled workers those programs are: CEC (Canadian Experience Class), Global Talent Stream, and the Federal Skilled Worker Program.
Temporary Work Permit (TWP)
Global Talent Stream: Under the global talent stream the work permit and visa application of skilled workers will be processed within two weeks. It is a temporary work permit that goes through with the temporary foreign worker’s program. Candidates who have work experience in the tech sec sector and fulfill the urgent demand of the tech sector are eligible to apply for this program.
GTS is part of the Temporary foreign worker program, to get a work permit under this stream all successful businesses must complete LMIA (Labor Market Impact Assessment) before hiring foreign workers. As well as they have to submit EDSC (Employment and Social Media Development Canada) and LMBP (Labor Market Benefits plan). After receiving a positive response, the applicant they want to recruit has to submit their application for a work permit to IRCC.
Express Entry
Express Entry is the biggest entry stream for those skilled workers who want to get permanent residence status in Canada. Those candidates who have a technical background are the prime beneficiary who receives an invitation to apply for permanent residence under Express Entry.
It is an online system managed by the government of Canada to accelerate the process of application for skilled workers. The most popular immigration program is managed through this stream which is FSWP (Federal Skilled Workers Program). Applicants with a minimum of one year of work experience that comes under NOC 0, A, or B are eligible to apply through this stream.
Federal Skilled Workers Program: The Federal Skilled Workers Program (FSWP) comes under the Express Entry system which manages the application of immigration. It uses a CRS score to rank the profile of an applicant who wishes to migrate to Canada. To become qualified for this program candidates must have a minimum of one year of experience as a skilled worker, as well as their CLB score, must be 7. Applicants must have a high school diploma in Canada to fulfill the minimum requirement of educational qualification under ECA.
Canadian Experience Class: This program is also controlled by the system of Express Entry as well as it is considered a primary pathway of immigration. Candidates who want to immigrate through this program must have at least one year’s work experience and they have to complete 5 years in Canada. They have to fulfill language requirements that depend on their occupation’s NOC codes.
Development
Not every employer agrees that the Immigration level plan for 2022 to 2024 is sufficient to meet their needs and increase the shortage of labor. As per the remaining employers, the government of Canada needs to the number of economic migrants, but they accept that this was not practical unless the government had enough housing and other infrastructures such as child care and healthcare to help new migrants.
To settle and help the new immigrant employers play a vital role. It will be in the form of training in language, accommodating employees, relocation assistance, etc.
