The cap will reset on January 1st, marking the beginning of a new round of applications for two different caregiver pilot programs: the Home Childcare Provider Pilot and the Home Support Worker Pilot, both of which fall under the Direct to Permanent Residence category.
These focused programs are specifically developed for those who have experience providing care; their goal is to provide a quicker route to permanent residency. Both of the pilot programs were started in 2019 and are expected to end on June 17, 2024. Notably, they had significant popularity in 2022, helping about 1,100 caregivers and their families to successfully obtain permanent residency. Prompt submission of applications is encouraged for qualified candidates by IRCC. By April 14th, 2023, the 1,000 online applications threshold for the Home Child Care Provider Pilot has been met. Given the limited number of seats available in the Home Child Care Provider Pilot and the remaining spots in the Home Support Worker Pilot for the current year, potential applicants are therefore urged to move quickly to ensure their spots.
In 2023, the work experience requirement was reduced
A noteworthy announcement was made in February 2023 by IRCC on a significant modification to the job experience requirement for caregivers. The criterion was significantly reduced from 24 to 12 months of full-time work. This change is anticipated to impact approximately 90% of applicants for caregiver immigration programs.
According to departmental specifications, “full-time work” is defined as thirty hours of paid work per week, and the required work experience must have been completed during the thirty-six months prior to application submission. Interestingly, employment experience obtained while a student is not accepted.
Candidates must adhere to specific NOC codes—4411 or 4412 in this case—for their job experience. It is a crucial additional requirement in the application process. Emphasize that work experience should not be a mix of both categories. It must exclusively align with one of these designated categories. Caregivers on a temporary residency basis
Through the Temporary Foreign Worker Program (TFWP), caregivers who do not fit the requirements for permanent residency under these particular programs can nevertheless apply to have their work permit extended.
The caregiver’s employer must first get a positive or neutral Labor Market Impact Assessment (LMIA) before beginning this process.
The filed application with ESDC confirms the employer’s unsuccessful attempts to find a Canadian or permanent resident with required skills for in-demand positions. Upon ESDC approval, the company is authorized to hire the caregiver. This approval is granted when ESDC deems that hiring a foreign national through the TFWP will have a positive or neutral impact on Canada’s economy.
Closed work permits are given to TFWP employees, preventing them from working for any other Canadian business. This process ensures caregivers, not eligible for permanent residency through specified programs, have a viable option to continue employment in Canada.
