The effect of growing living expenses on immigrants in Canada is revealed by a recent Leger survey that OMNI News commissioned. Out of the 1522 respondents, a resounding 83% of immigrants feel that issues related to affordability are impeding their ability to settle down in the nation. In parallel, a recent study conducted by Statistics Canada highlights that over 33% of recent immigrants find themselves in rental situations where they are compelled to allocate more than a third of their pre-tax income towards rent. These findings underscore the pressing need for Canada’s measures to address affordable housing and grocery costs, crucial factors affecting the well-being of newcomers in the country.
On February 6th, the federal government launched a series of new rules designed to improve affordability for citizens and visitors alike. These actions are in line with comparable affordability initiatives that the government carried out the year before. The programs aim to address and alleviate financial difficulties, enhancing the overall well-being of Canadians.
Measures of Housing
With this announcement, Deputy Prime Minister Chrystia Freeland has demonstrated her commitment to reducing the cost of rent for low-income tenants across Canada by adding an extra $99 million CAD to the Canada Housing Benefit (CHB) program. This funding program specifically aims to provide immediate support to individuals experiencing financial difficulties.
The whole budget allotted to the CHB for the fiscal year 2023–2024 has now reached $325 million CAD as a result of this additional contribution. Through provincial and territorial assistance programs, low-income tenants will receive direct support from this significant financial source.
The CHB has been successful in securing financing totaling a substantial $4.8 billion CAD over an eight-year period, demonstrating the ongoing commitment and investment in addressing housing affordability for disadvantaged people in Canada.
The government has been implementing many strategies to improve housing affordability in Canada, and the latest one is the increased financing for the Canada Housing Bank (CHB). Among these programs are the following:
- The Housing Accelerator Fund, totaling $4 billion, serves as an incentive for municipal governments to eliminate zoning restrictions and boost the production of housing units, with the goal of constructing an additional 100,000 new homes within the next three years.
- The Canadian Mortgage Charter delineates specific mortgage relief policies and strategies that the government anticipates banks to implement and offer to homeowners encountering financial challenges with their primary residence mortgages.
- The Tax-Free Home Savings Account permits first-time homebuyers to contribute up to $40,000 CAD towards a down payment for their initial home without incurring taxes.
The fall economic strategy of 2023 also emphasized tactics aimed at bolstering the availability of affordable housing in Canada.
Initiatives addressing the affordability of groceries and essential items
François-Philippe Champagne, the Minister of Innovation, Science, and Industry, also announced plans to do new study on a range of corporate practices that may have an impact on Canadian consumers’ decisions to buy necessities like food.
In order to support the development of excellent research on consumer affairs, the Minister revealed that the government would treble its financing to Canada’s Contributions Program for Non-profit Consumer and Voluntary Organizations.
More precisely, these organizations will be investigating two types of business practices employed by companies:
- Shrinkflation refers to the act of decreasing the size or quantity of a product while maintaining the same or higher price.
- Skimpflation involves utilizing cheaper and often lower-quality ingredients to produce or manufacture a product that seems identical, while the price remains the same or even increases.
During this period of rising average living costs, Canada, along with many other Western nations, is actively implementing these programs.
