Canada’s four provinces British Columbia, Ontario, Manitoba, and Quebec provinces issued provincial immigration results.
Provincial Nominee Programs (PNPs) are an essential immigration mechanism that are actively used by 11 of Canada’s 13 province and territory governments. The two exceptions are Quebec and Nunavut, none of which has PNPs. These initiatives are purposefully created to find immigrant candidates who closely match the unique labor force and demographic needs of every area. Through this approach, the provinces and territories may effectively tackle their distinct economic and demographic difficulties, while augmenting Canada’s overall development and diversity. In order to promote regional integration and growth, PNPs are essential in adjusting immigration policies to the particular requirements and goals of each province or territory.
Candidates who are interested in moving to a province or territory might choose one of two routes after receiving an Expression of Interest (EOI) from that area:
- Direct Application to a PNP Program: Applicants may submit a direct application to the province or territory that released their ITAs for the Provincial Nominee Program (PNP).
- Selection through Express Entry: To improve candidates’ prospects of receiving economic immigration, provincial governments have the authority to choose applicants from the Express Entry application pool.
Furthermore, candidates who receive a PNP nomination are given a substantial edge in Express Entry, since their entire candidacy is strengthened by an immediate 600 CRS point boost.
Canada’s four provinces issued provincial immigration results
British Columbia
British Columbia conducted four targeted drawings for International Graduates and Skilled Workers under the BC Provincial Nominee Program (BC PNP) this past week.
In particular, B.C. invited candidates in these occupations to the draw on February 6; the numbers in brackets indicate the minimum score required for candidates in each occupational category.
- Childcare professionals received 46 invitations with a minimum score requirement of 60.
- Individuals in the construction sector were issued 26 invitations, with a minimum score of 75.
- Healthcare professionals obtained 39 invitations, requiring a minimum score of 60.
- The province extended less than five invitations to individuals in veterinary care, with a minimum score of 60.
In addition to the targeted draws held this week, on February 6 the BC Provincial Nominee Program (BC PNP) issued 102 invitations in a general draw. Candidates from five distinct streams received these invites.
- International Graduate
- Entry Level and Semi-Skilled
- Skilled Worker – EEBC option
- Skilled Worker
- International Graduate – EEBC option
For BC PNP candidates, all other categories required a minimum score of 122, with the exception of “Entry Level and Semi-Skilled” candidates, who needed a minimum score of 97 in the February 6 draw.
Ontario
Candidates qualified for Ontario’s Express Entry Human Capital Priorities stream received 2,086 NOIs from the Ontario Immigrant Nominee Program (OINP) on February 6. Candidates with CRS scores between 379 and 430 who worked in healthcare occupations were the main focus of the draw.
Afterwards, the OINP held three more draws on February 8. Two were under the Employer Job Offer: International Student stream, and one was under the Human Capital Priorities stream. The following lists the draw results.
- In the Human Capital Priorities draw, the province extended 2,118 invitations to candidates in tech occupations, with scores ranging from 471 to 480.
- Under the Employer Job Offer – International Student draw, the province issued 1,182 invitations to candidates with scores of 78 and above, in a general draw with no specific occupations targeted.
- Additionally, in the Employer Job Offer – International Student draw, 1,252 invitations were sent out to candidates scoring 73 and above, in a targeted draw focusing on health and tech occupations.
This week, notable announcements include the PNP results and the Ontario government’s announcement that it will no longer accept submissions for the Entrepreneur Stream application process. The province formally announced the last suspension last week, but it has been in effect since December 4, 2023.
Ontario made it clear in a statement issued on February 5 that this suspension includes not accepting any more applications or indications of interest. The province recommends that anyone with questions email [email protected].
Quebec
Quebec released this week the results of a draw held on January 24 that invited two different groups of candidates according to differing qualifying requirements. The province invited a total of 1,007 people to apply for permanent selection.
Quebec does not have a Provincial Nominee Program (PNP), in contrast to other provinces. On the contrary, it possesses a unique contract with IRCC that gives it control over regional economic immigration laws and procedures.
All invitees in the first round, chosen on January 4, had to have a job offer that was located outside of Montréal’s metropolitan area. This approach is noteworthy for not focusing on particular occupations or other human capital traits, which highlights the province’s distinct immigration strategy.
The second round of candidates, chosen on January 22, participated in a draw in which Quebec concentrated on particular professions. Individuals in this group had to meet extra eligibility requirements in addition to having a minimum score of 615 to be eligible. These requirements included:
- Having a score of seven or above on the Échelle québécoise des niveaux de compétence en français (Québec scale of French proficiency levels for adult immigrants) or a comparable rating for oral fluency in the language.
- possessing a legitimate employment offer that is located outside of Montréal’s metropolitan area.
Recipients of the invitation can proceed to apply for a Quebec Selection Certificate and subsequently submit an application to IRCC for permanent residency.
Manitoba
Following three recent EOI draws, Manitoba announced updated results on February 8th, inviting a total of 282 individuals.
Moreover, the government sent 151 Letters of Advice to Apply to candidates who indicated they had a close relative living in Manitoba as part of the Manitoba Provincial Nominee Program (MPNP)’s Skilled Worker in Manitoba Stream. These individuals achieved a minimum score of 619.
In addition, Manitoba published 83 Letters of Advice for Applicants via its Stream for International Education.
Finally, the provincial administration sent 48 Letters of Advice to Apply to qualified individuals who received a minimum score of 713 through the MPNP’s Skilled Worker Overseas Stream.
