Canada has published clear eligibility rules for foreign academic examiners who want to carry out certain activities in the country without getting a work permit.
The new details were added to federal immigration instructions on July 31, 2026. This is the first time the government has clearly explained the requirements that foreign nationals must meet to use this work permit exemption.
Under the updated rules, an academic examiner must be a senior academic or industry professional with a strong reputation in the relevant field.
The examiner must also have an official invitation letter from the organization or governing body that has invited them to take part in the evaluation.
The updated instructions explain three types of academic activities that may qualify for the exemption. These are thesis examinations, research proposal evaluations, and evaluations of university or program projects.
Three Types Of Academic Examiners
The updated government instructions provide separate details for each type of examiner.
A thesis examiner may be invited to review or assess a student’s academic thesis. The examiner is generally expected to have suitable experience and knowledge in the relevant field.
Research proposal evaluators may be invited to assess research proposals. Their academic or professional background must match the area being reviewed.
Program or university project evaluators may also qualify when they are invited to assess academic programs or projects.
These specific explanations were not included in the earlier version of the government instructions.
Key Requirements For The Work Permit Exemption
The updated instructions also list three general conditions that apply to this type of work permit exemption.
The activity must last for less than six months. The foreign national must also not receive payment from a Canadian source for the work carried out under the exemption.
Immigration officers may also place specific conditions or limits on the foreign national’s permission to carry out the activities.
In some cases, an officer may issue a visitor record that lists the conditions attached to the permit-exempt work.
Foreign nationals entering Canada under this exemption will normally need documents showing that they meet the requirements.
How Work Permit Exemptions Work In Canada?
Most foreign nationals need a work permit to work in Canada. However, Canadian immigration rules provide certain exemptions for specific activities.
A foreign national may be allowed to carry out certain work as a visitor without a work permit when the activity meets the requirements of an exemption.
The main purpose of these exemptions is to cover situations where the foreign national is not considered to be entering Canada’s labour market.
In many cases, the money paid for the activity must come entirely from outside Canada. This helps show that the foreign national is not taking part in the Canadian labour market.
Academic examiners who qualify under the new instructions can therefore carry out their approved activities without obtaining a regular work permit, provided all conditions are met.
Other Entry Requirements Still Apply
Being eligible for a work permit exemption does not automatically guarantee entry into Canada.
Foreign nationals must still meet the normal requirements for visitors entering Canada as temporary residents.
Depending on their nationality, they may need a valid temporary resident visa (TRV) or an electronic travel authorization (eTA), unless they are exempt from these requirements.
They must also be admissible to Canada. This means certain criminal or serious medical issues may affect their ability to enter the country.
