Canada limits new TR To PR initiative, i.e., Canada’s new TR to PR pathway has so far been limited to workers who already submitted permanent residence applications under existing immigration programs.
The federal government shared the first official details of the program in a press release published on May 4, 2026.
The government is now calling the program the “In-Canada Workers Initiative.”
This is a one-time measure first announced in Budget 2025. The goal is to help up to 33,000 temporary foreign workers become permanent residents during 2026 and 2027.
According to the government, part of this initiative will focus on speeding up existing permanent residence applications already in the system.
The initiative currently applies to workers who submitted applications through the following programs:
- Provincial Nominee Program (PNP)
- Atlantic Immigration Program (AIP)
- Community immigration pilots
- Caregiver pilots
- AgriFood pilot
To qualify, applicants must have lived in a smaller Canadian community for at least two years.
The government also said that applicants do not need to take any action. Eligible applications already in the inventory will automatically be reviewed under the initiative.
Disappointment Among Temporary Workers
Many temporary foreign workers had hoped the government would launch a completely new permanent residence pathway.
Some expected something similar to the 2021 TR-to-PR pathway, which accepted new applications directly from workers inside Canada.
However, the latest announcement did not introduce any new application stream.
Instead, the initiative currently focuses only on speeding up decisions for applications already submitted under existing programs.
The government also did not provide many additional details.
Moreover, the press release only confirmed that progress under the initiative is now being tracked on the government’s temporary resident webpage.
It also stated that 3,600 workers have already received permanent residence through the initiative out of the 20,000 approvals planned for 2026.
Limited Information Since The Beginning
The government first mentioned the program in Budget 2025 last November.
At that time, officials described it only as a one-time measure to help up to 33,000 work permit holders become permanent residents in 2026 and 2027.
The announcement said the initiative would support workers who pay taxes, have built strong ties in their communities, and help Canada’s economy.
After that announcement, very little information was shared for several months.
In March 2026, Immigration Minister Lena Metlege Diab said in an interview that the initiative had already launched.
However, no details were provided at that time about who qualified or how workers could be selected.
Later, in an April interview, the minister said the initiative would not include workers living in Canada’s large urban areas.
The newest announcement continues that pattern, with the government still sharing only limited information about how the initiative will fully operate.
For now, the program appears focused mainly on helping workers already in the permanent residence system move through their applications more quickly.
