Over 500 ITAs were issued to applicants in the draw.
In order to be considered in this draw, applicants are required to have:
- A minimum Comprehensive Ranking System score of 547
- Created an Express Entry profile before 5:26 p.m., Universal Coordinated Time (UTC) on May 21, 2024

The recent draw is the fourth of the month and follows two category-based selections and a draw for Provincial Nominee Program applicants within the Express Entry pool.
Thus far, IRCC has issued over 34,440 ITAs through the Express Entry system in 2025.
This year, Express Entry draws have primarily focused on PNP applicants, with the remainder of Express Entry ITAs dedicated to Canadian Experience Class applicants, applicants with French-language proficiency, and those in Express Entry priority categories.

Canada’s New Immigration Minister
The recent draw also marks the last Express Entry applicant selection under the previous Immigration Minister, Rachel Bendayan.
Future draws will take place under the authority of Canada’s new Immigration Minister, Lena Metlege Diab. Minister Diab was named Canada’s new Minister of Immigration on May 13, in Prime Minister Mark Carney’s latest cabinet shuffle.
With the appointment of a new Immigration Minister, Prime Minister Mark Carney is now fully equipped to enact many of the immigration policies that he previously advocated for. Among these include:
- A stabilization of new permanent resident levels to 1% of Canada’s population by 2027
- An increase in Canada’s francophone immigration levels
- A revamp of the country’s Global Talent Stream (GTS) to attract the ‘best and brightest’ to aid Canada’s labour market
- A reduction in Canada’s temporary resident (work permit and study permit holder) levels
