British Columbia and PEI release their this week’s PNP nominations.
Every Canadian province and territory, with the exception of Nunavut and Quebec, operates a Provincial Nominee Program (PNP) to identify and invite skilled immigrants who can help strengthen the local economy. Furthermore, these programs allow each provincial or territorial government to select immigrants based on an assessment of local labor market demands and demographic trends. Moreover, the goal is to attract highly qualified individuals whose skills can meet specific economic needs and contribute to sustainable population growth in their regions.
On the other hand, the Province Nominee Program is not used in Quebec. Quebec, the only French-speaking province in Canada, takes a distinct stance on economic immigration. Quebec now has more authority over its immigration laws because to a separate deal the province and IRCC struck. This agreement gives Quebec the freedom to set its own standards for choosing economic immigrants and to oversee immigration procedures outside from the national framework of the Provincial Nominee Program. This unique arrangement highlights Quebec’s commitment to preserving its distinctive language and cultural identity. Additionally, it allows Quebec to manage immigration in a way that aligns with its specific economic needs and goals.

British Columbia
As part of the British Columbia Provincial Nominee Program (BCPNP), British Columbia held a number of provincial immigration draws on April 16, 2024.
A total of 39 invitations were sent out to candidates in five distinct streams during the initial draw. These feeds show a range of backgrounds and skill levels. This general draw comprised the following specific streams:
- Skilled Worker: This stream is designed for individuals with specialized skills and experience in specific occupations.
- Skilled Worker – Express Entry British Columbia (EEBC) option: This option is designed for candidates already in the federal Express Entry pool. Specifically, it allows them to move to British Columbia through the Provincial Nominee Program.
- International Graduate: This stream is intended for recent graduates from a recognized post-secondary institution in British Columbia.
- International Graduate – EEBC option: This option is for graduates in the Express Entry pool who wish to move to British Columbia.
- Entry Level and Semi-Skilled: This stream targets candidates in entry-level or semi-skilled roles. These roles are typically in industries like tourism, hospitality, long-haul trucking, or food processing.
A minimum score of 132 was necessary for invitations in all but one of the five streams of the British Columbia Provincial Nominee Program (BCPNP) draw. To receive an invitation, candidates in the Entry Level and Semi-Skilled divisions needed a minimum score of 107. This score served as the threshold for eligibility in this draw.
In addition to this general draw, four more British Columbia Provincial Nominee Program (BCPNP) draws were conducted. Also, these additional draws targeted applicants from the International Graduate and Skilled Worker streams, including the Express Entry British Columbia (EEBC) option.
These extra draws sent out invitations to four distinct occupational categories, for a total of at least forty.
The invitations were sent out as follows:
- 12 invitations were extended to candidates in childcare occupations, with a minimum score requirement of 92.
- 10 invitations were granted to candidates in construction occupations, with a minimum score requirement of 97.
- 18 invitations were allocated to candidates in healthcare occupations, with a minimum score requirement of 92.
- Fewer than five invitations were given to candidates in veterinary care occupations, with a minimum score requirement of 80.
Prince Edward Island
82 individuals received invites from the Prince Edward Island (PEI) PNP on April 18, under the Labor and Express Entry streams. Individuals employed in four distinct industries received these invitations. The following industries were specifically targeted by this invitation round:
- Healthcare: Candidates employed in healthcare roles, contributing to the provision of medical services.
- Manufacturing: Candidates involved in manufacturing and production industries.
- Construction: Candidates working in various construction-related jobs, including building and infrastructure development.
- Traditional: Candidates employed in industries or roles that align with traditional or established sectors within PEI.
This round of invitations demonstrates the province’s focus on addressing specific labor market demands. It also aims to attract skilled workers to support regional economic growth across several critical sectors.
