Alberta and Manitoba initiate provincial attestation letter issuance to international students admitted to schools within their provinces.
In their respective regions, both provinces have started to issue Post-Graduation Work Permits (PGWPs) through Designated Learning Institutions (DLIs). In Canada, DLIs have the only authority to admit foreign students. Right now, we do not know the process or the precise details of how PGWPs were distributed throughout the provinces.
Navigating the Process – Obtaining a PAL in Alberta
On March 1st, Alberta initiated the issuance of PALs, although we currently have limited knowledge about the system.
The website of the provincial government states that DLIs will handle PAL requests. They will do so on behalf of overseas students who have been admitted to their establishments. Students are invited to get in touch with the registrar of their school for more information. They can also reach out with any questions they may have.
Overseas students might have to provide further evidence of their dedication to their selected university. This is in order to be eligible for PAL requests via a DLI.
For example, a review of particular DLI websites in Alberta, like the University of Calgary or the University of Alberta, indicates that in order for the DLI to be able to obtain a PAL from the Alberta government, students might need to pay a deposit in addition to accepting their admission offer.
When their PAL becomes available, the majority of Albertan universities will send students an email at the address they gave when they applied, informing them that they can download it and use it for their final study permit application.
Obtaining a PAL in Manitoba – Process and Requirements
The Manitoba provincial government began issuing PALs to international students on March 4th, 2024, according to the IRCC’s official webpage.
PALs in Manitoba will be managed by DLIs spread out across the province, much like the Albertan system. If an international student wants to apply for a PAL from the province of Manitoba, they might need to pay a deposit to the DLI of their choice before the school applies for a PAL on their behalf.
According to the University of Manitoba’s official website, for example, the university requires a non-refundable tuition deposit of “$2,000 CAD paid via credit card” before the student may begin the PAL application process. The deposit needs to be paid within ten business days of the student’s application being approved.
There may be differences in the requirements that DLIs in the province have for PAL requests made by students. Prospective overseas students are advised to carefully go over these requirements during the application process with the registrar of the university of their choice.
