Manitoba issues over 3300 invitations in the latest PNP draw. The ITAs were issued via the Manitoba Provincial Nominee Program (MPNP).
The invitations were extended across three major pathways: the International Education Stream, Skilled Worker in Manitoba, and Skilled Worker Overseas through targeted strategic recruitment initiatives.
MPNP Draw Results
On September 4, 2025, the province held draw #253 of the MPNP, where 3,347 Letters of Advice to Apply (LAAs) were issued. Invitations were distributed across multiple streams, as outlined below:

Skilled Worker in Manitoba – Ukrainian Applicants
Manitoba issues over 3300 invitations in the latest PNP draw in one of the streams i.e., Skilled Worker in Manitoba.
A separate round was also conducted under the Skilled Worker in Manitoba stream. This draw specifically targeted candidates who declared themselves as citizens of Ukraine and met the eligibility requirements of the program.
International Education Stream
A large portion of invitations went to graduates through the International Education Stream. Candidates were invited upon meeting the eligibility requirements of this stream.
Out of the total 3,347 invitations issued, 415 went to candidates who had valid Express Entry profile numbers and job seeker validation codes.
Why Some Candidates May Not Get An Invitation?
The MPNP highlighted that certain candidates, even if they met or surpassed the cut-off score, might not receive an LAA due to issues in their Expression of Interest (EOI). Common reasons include:
- Providing language test details but not including the test number, or having an expired test result at the time of the draw.
- Declaring a direct invitation through a strategic recruitment initiative but failing to provide a valid invitation number in the EOI.

Strategic recruitment initiatives allow Manitoba to target workers with essential skills who can address persistent labour shortages across the province. These initiatives are usually employer or community-led and help local businesses hire qualified talent from abroad.
To qualify, employers must ensure that their open positions meet the province’s requirements and follow Manitoba’s recruitment process. Candidates invited through these initiatives are evaluated on factors such as education, work experience, age, and language ability.
The program also examines whether a candidate has strong ties outside of Manitoba. If there is a concern that the candidate may settle in another province or territory, the application may be refused. Also, each case is reviewed on its own merits to ensure Manitoba benefits from long-term settlement.
