Community Applications Open for IRCC’s New Immigration Pilots and Rural and Francophone Programs Now Accepting Submissions. IRCC is now accepting community applications for the Francophone Community Immigration Pilot and the Rural Community Immigration Pilot, which represent the most recent iterations of two previously launched immigration pilot programs.
Officially, both pilot programs are set to commence in autumn, involving training and onboarding for community participants. As outlined in a recent press release from IRCC, the primary aim is to bolster Canada’s long-term growth and linguistic diversity.
Initially introduced in March of this year, both initiatives are anticipated to open for newcomer applications in the fall, although an exact start date is pending confirmation.
Under these programs, IRCC aims to process a maximum of 5,500 permanent residence applications annually.
IRCC will select fifteen communities to participate in the programs, with selection criteria encompassing various factors such as economic requirements, availability of newcomer services and programs, and the collaborative capacity of local economic development entities with IRCC.
IRCC encourages organizations interested in representing their communities in these initiatives to apply via an IRCC questionnaire no later than July 2nd.
Understanding Canada’s Immigration Pilot Programs
In order to evaluate the efficacy of new immigration programs before determining whether to make them permanent, Canada frequently launches them as pilot projects. The Atlantic Immigration Program is among them. These pilot initiatives usually have a five-year maximum length.

This pilot program is a crucial component of IRCC’s larger plan to increase the number of French speakers in Canada. One of the more recent efforts involves introducing an Express Entry stream specifically designed for immigrants who demonstrate fluency in French. It is noteworthy to mention that candidates who qualify under this stream are expected to make up a larger percentage (30%) of Express Entry draws this year compared to any other category.
The IRCC highlighted the critical importance that excellent language skills—particularly fluency in one or both of Canada’s official languages—play in forecasting the economic prosperity of newcomers in a recent revelation made in response to an Access to Information request.
The department exceeded its goal in 2023, guaranteeing that 4.4% of all new immigrants spoke French, and even as high as 4.7%. Consequently, IRCC has established a new goal to strive towards ensuring that 6% of newcomers speak French in 2024, with the target increasing to 7% in 2025 and 8% in 2026.
