Canada’s three provinces, British Columbia, Ontario, and Manitoba, issued this week’s PNP draw results and issued ITAs to qualified applicants.
Canada’s shared federal-provincial immigration responsibilities give provinces the freedom to select economic immigration applicants who best suit their local labor force and economic requirements. A provincial nomination significantly strengthens a candidate’s application for permanent residency with the IRCC.
The provinces consider candidates based on factors such as population, local economy, and settlement services, receiving a restricted number of nominations. This allocation procedure allows provinces to choose people who are most likely to fit in well with their communities.
Every province and territory in Canada, except Nunavut and Quebec, operates Provincial Nominee Programs. Instead of following the conventional allocation methodology, Quebec has a special arrangement with the federal government that gives it the power to choose all of its economic immigrants on its own.

Ontario
Ontario recently conducted three distinct draws within the Employer Job Offer: Foreign Worker Stream of the Ontario Immigrant Nominee Program (OINP). Although all candidates were part of the same stream, each draw focused on different attributes.
The largest draw involved 1,663 candidates with expertise in healthcare and STEM occupations, requiring a minimum score of 43.
A separate draw targeted candidates in skilled trades occupations, with the province extending invitations to 761 individuals in these fields. The minimum score for this draw was 34.
Thirteen candidates participating in the Economic Mobility Pathways Project (EMPP), which supports skilled refugees and other displaced individuals seeking to immigrate to Canada, were the focus of the final draw. Unlike the other draws, no minimum score was specified for the EMPP draw.
British Columbia
On December 5, British Columbia held four specialized drawings with the aim of selecting 193 candidates for the BC Provincial Nominee Program (PNP) in the categories of skilled worker and international graduate.
Moreover, the largest pool of candidates, consisting of 92 individuals with a concentration in technology-related fields, required a minimum SIRS score of 94.
In addition, the province invited 46 candidates with a minimum SIRS score of 60 to work as early childhood educators and assistants and 24 candidates seeking jobs in the healthcare industry.
For qualification, candidates in the construction industry were specifically invited in a final draw, setting a minimum SIRS score of 75.
Manitoba
The Manitoba Provincial Nominee Program (MPNP) sent invites to 117 candidates on December 4th, aiming to accommodate individuals affected by the ongoing violence in Ukraine through exceptional immigration provisions.
In order to be eligible, candidates had to be citizens of Ukraine, show that they could speak four languages, have a valid language test, be connected to Manitoba, score at least 60 points on the MPNP assessment criteria, and fulfill all other requirements of the Skilled Worker Overseas pathway, such as having enough money for settlement.
