Canada’s third Express Entry draw of 2023 was conducted by IRCC on February 1. 893 PNP – (Provincial Nominee Programs) applicants received ITA to submit applications for permanent residents from IRCC. Applicants need a minimum CRS score of 733 to get invited.
The latest Express Entry draw, specifically targeting PNP candidates, was the first of its kind since July 2022. Meanwhile, IRCC has been holding all-program draws that include all Express Entry candidates, regardless of their nomination status from a province. A candidate from any of the three programs managed by Express Entry could apply for permanent residency. During this all-program draw without being nominated by a province.
The Express Entry draw for the latest round considered only the candidates who had already been nominated by a provincial government. Canadian provinces can nominate individuals through the PNP who will contribute to the labor market and meet their population goals. Quebec and Nunavut do not have PNPs aligned with Express Entry, while most other provinces and territories do.
It can boost a candidate’s CRS score by 600 points if the candidate receives a provincial nomination. The provinces required candidates to have a minimum CRS score of 133 before submitting their nominations for the Express Entry draw. In other words, they had to meet a certain level of eligibility. Even before getting the additional points from the provincial nomination.

In the past six weeks, the Express Entry draws, which are conducted by IRCC, have been interrupted by a six-week pause. Two draws were conducted by the IRCC in 2023: on January 11 and 18 respectively. It is not known why the Express Entry draws were halted. The January 11 draw selected 5500 individuals with a minimum CRS cut-off score of 507. IRCC conducted an unexpected second draw on January 18, the following week, with the same number of applicants. But with significantly lower CRS scores.
A regular draw is being attempted by the department, according to IRCC. Since Express Entry launched in 2015, draws have always taken place every two weeks on Wednesdays.
