The Canadian government has introduced new immigration pathways and special public policies to issue of Canada permanent residence to the temporary workers and international students who completed their education in Canada and being skillful and experienced want to help in accelerating the economic recovery of Canada during the COVID 19 pandemic. Immigration, Refugees, and Citizenship Canada IRCC have introduced 4 special policies with new pathways to get permanent residency in Canada.
1. International Graduates in Canada
The applicant must complete all the eligibility requirements based on the public policy application. The officers’ delegation can decide whether the foreign nationals can be permanent residents in Canada or not. The applicant has to fulfill some conditions:
- The applicant must have completed all required documents earlier from receiving the application for permanent residence but it should from January 2017.
- You must have completed a program of education from one of the Authorised Learning Institutes of Canada as mentioned in section 211.1
- You have completed your post-secondary education from a publically owned post-secondary institution like a university or technical school.
- You must complete your post-secondary education from a private post-secondary school in Quebec that works under the same conditions as a public institution.
- You must have completed a qualified program from a private or public post-secondary school or college of Quebec. Which offers a 900 hours program to qualify for a diploma in vocational studies.
- If you have to complete your post-secondary education from a private and authorized provincial institute and you have a degree under provincial law. If the degree does not add to the course offered by the privately-owned institution.
Offering you another following program to complete your credentials. You are required to complete your study from an authorized institution as given:
- You must have a degree of Bachelor’s, Master’s, or Doctorate which is issued to you after completing an educational program of a minimum of 8 months.
- You have a degree, diploma or certificate after completing a program of occupational skill of any time duration or one or more diploma, certificate or attestation from that institution where the following conditions are fulfilled;
- you have a diploma, certificates or attestations after completion of a study program of 8 months minimum and the joining duration of issued credentials must be equal to a two-year or 16 months.
- To get DVS and AVS, you have to complete a study program of 900 hours in time and the length of the joined program of study must be 1, 800 hours.
- If you are joining one AVS with only one DVS, the duration of the AVS can be 900 hours or less but the combination should be 1,800 hours.
2. French-speaking International Graduates in Canada
The eligibility requirements for an applicant are dependent upon public policy requirements and the delegation of officers can provide permanent resident status to those applicants who will complete the following requirement.
The applicant must have completed their documents earlier from the date when they received an application for permanent residence but it will not be earlier than January 2017 and you have to complete a study program from one an authorized Learning Institutions of Canada as mentioned in section 211.1

If this degree is cannot complete all study programs required to get permanent residence, you have to get certificates by completing a study program from an institution mentioned below.
- You must have a degree of Bachelor’s, Master’s, or Doctorate which is issued to you after completing an educational program of a minimum of 8 months.
- You have a degree, diploma or certificate after completing a program of occupational skill of any time duration or one or more diploma, certificate or attestation from that institution where the following conditions are fulfilled;
- You have a diploma, certificates or attestations after completion of a study program of 8 months minimum and the joining duration of issued credentials must be equal to a two-year or 16 months.
- To get DVS and AVS, you have to complete a study program of 900 hours in time and the length of the joined program of study must be of 1,800 hours.
- The duration of the AVS can be less than 900 hours if you are joining one AVS with one DVS but combined it should be 1,800 hours.
3. Foreign nationals with recent work experience in Canada in essential occupations
The applicant must complete all the eligibility requirements based on the public policy of the application. The officers’ delegation can decide whether the foreign nationals can be permanent residents in Canada or not. The applicant has to fulfill some conditions:
- The foreign nationals must have full-time job experience of at least one year or a part-time work experience of equivalent hours, in Canada, in an authorized job in the past 3 years from when you have applied for permanent resident status. You must require one year of work experience must in an authorized profession given below;
Stream A: You must have work experience of at least one year. You must have obtained one or more professions mentioned in Annex A.
Stream B: You must require one year’s work experience and you must obtain one or more professions mentioned in Annex B. You can indulge in both Annexes A or B combinations.
You have to be in a job or profession in Canada while you receive the application for permanent residence.
- The employment or work you are doing mentioned in stream A or B must fulfill the requirements that come under subsection 73(2) of the Regulations.
- You must achieve a level of skill of minimum benchmark 4 in the official language for four specific language skill areas set by the Canadian Language Benchmarks. It will be evaluated by the results by an organization which is created by the Minister to evaluate the language capability of applicants under subsection 74(3) of the Regulations. The evaluation of language will not be more than 2 years old from the day you receive the application for permanent residence.
4. Foreign nationals in Canada with French-speaking skills and Canadian job experience in essential skilled jobs.
The applicant must complete all the eligibility requirements based on the public policy application. The officers’ delegation can decide whether the foreign nationals can be permanent residents in Canada or not. The applicant has to fulfill some conditions:
- The foreign nationals must have full-time work experience of a minimum of one year or a part-time job experience or equivalent hours, in Canada, in an authorized job in the past 3 years from when you have applied for permanent residency. You must require one year of work experience must in an authorized profession given below;
Stream A: You must have work experience of at least one year. You must have obtained one or more professions mentioned in Annex A.
