Ontario invites candidates in the September PNP draws, i.e, Ontario’s Provincial Nominee Program (PNP) has kicked off September with some of its largest draws this year, inviting thousands of candidates across three different streams.
On September 2, the Ontario Immigrant Nominee Program (OINP) issued a total of 2,643 invitations to apply (ITAs) through the Employer Job Offer: Foreign Worker, International Student, and In-Demand Skills streams.
These draws primarily targeted applicants already living in Canada and working in essential occupations, particularly in the healthcare sector as well as in early childhood education roles. The focus highlights Ontario’s ongoing commitment to addressing labour shortages in vital areas.
To be considered, candidates needed to have created their Expression of Interest (EOI) profile between July 2, 2025, and September 2, 2025.

Candidates in the Foreign Worker and International Student streams were only eligible if they held valid job offers in one of the following priority National Occupational Classification (NOC) codes:
- NOC 31100 – Specialists in clinical and laboratory medicine
- NOC 31101 – Specialists in surgery
- NOC 31102 – General practitioners and family physicians
- NOC 31300 – Nursing coordinators and supervisors
- NOC 31301 – Registered nurses and registered psychiatric nurses
- NOC 31302 – Nurse practitioners
- NOC 31303 – Physician assistants, midwives, and allied health professionals
- NOC 32101 – Licensed practical nurses
- NOC 33102 – Nurse aides, orderlies, and patient service associates
- NOC 42202 – Early childhood educators and assistants
For the In-Demand Skills stream, only those with job offers under:
- NOC 44101 – Home support workers, housekeepers, and related occupations were issued invitations.
Successful candidates now have the opportunity to submit a complete application to OINP. Once nominated by the province, they can move forward to apply for permanent residence with the federal government.
New Employer Job Offer System
As Ontario invites candidates in the September PNP draws, let us discuss the new Employer Job Offer system.
Since July 2, 2025, OINP has fully transitioned to using the Employer Portal for all Employer Job Offer streams. Employers can now submit job offers directly through the portal and register EOIs on behalf of candidates.
This change ensures that only applicants with active employer-supported profiles are considered in future OINP draws. Those who had EOIs created prior to July 2 must work with their employers to re-submit through the portal to remain eligible.
