Ontario has introduced a significant modification to its Ontario Immigrant Nominee Program (OINP) Employer Job Offer: International Student stream. Ontario eases eligibility criteria for the OINP for students who have successfully completed a one-year college graduate certificate.
Previously, candidates applying through the OINP’s Employer Job Offer: International Student stream could only use a one-year credential from an eligible institution if the program specifically required a degree for admission.
Furthermore, with this revision, the OINP now permits applicants with any one-year college program leading to an Ontario College Graduate Certificate to qualify for the program. This broadens the range of certificate programs eligible for the OINP.
The effective date of this change is January 1st, 2024.
The OINP employer job offer – International student stream
For foreign students who have qualified job offers in Ontario, the OINP Employer Job Offer: Foreign Student stream provides a route to permanent residency. Students from both inside and outside of Canada are eligible for this stream as long as they have a job offer in a skilled field that is categorized as Type/Level 0, A, or B by the NOC of Canada.
Students need to make sure that they meet program requirements in addition to the job offer and their company. The foreign student’s application contains an Employer Form that the Ontario employer must fill out.
Moreover, nominees may apply to IRCC for an IRCC work permit and Canadian permanent residence status after being approved and getting an Ontario provincial nomination through this route.
Candidates must demonstrate eligibility for the program by providing evidence of holding one of the specified eligible credentials.
- Obtain an eligible Canadian undergraduate degree or diploma through full-time study, requiring a minimum of two years at an approved institution.
- Attain an eligible Canadian graduate degree or diploma through full-time study, necessitating a minimum duration of one year at an approved institution.
- Complete full-time study at an approved Ontario institution to achieve eligibility for a college graduate certificate. Ensure that the program has a minimum completion time of one year.
- Pursue a full-time study at an approved Ontario institution to earn an eligible university graduate certificate. Also, the program should have a minimum duration of one year for completion.
Candidates must have lived and studied in Canada for at least half of their academic career at an approved Canadian institution. Applicants should confirm that the official document they got from their institution is accepted as an Ontario College Graduate Certificate in order to confirm the eligibility of a graduate certificate.
In conjunction with possessing the required educational qualifications, applicants must:
- Secure a permanent, full-time job offer in a skilled occupation (NOC 0, A, or B) in Ontario. Ensure the offer meets the province’s entry-level wage standards for that specific occupation.
- Possess the required licensure or authorization for the job at the time of application.
- Express the intention to establish residence in Ontario, substantiated by evidence of ties to the province.
- Ensure legal status is maintained in Ontario throughout the application period. This requires having relevant documents such as a visitor record, study permit, or work permit if residing in Canada.
Demonstrate Connection to Ontario through:
- Past or current employment in Ontario.
- Job offers, applications, or interviews in Ontario.
- Educational background in Ontario.
- Participation in volunteer activities in Ontario.
- Lease agreements or property ownership in Ontario.
- Professional affiliations and networks.
- Family connections.
- Social ties or personal relationships.
- Previous visits to Ontario.
