IRCC’s first 10-year review of Post-Graduation Work Permits unveiled. On October 27th, IRCC announced significant changes to its International Student Program. With these modifications, the IRCC has reviewed Post-Graduation Work Permits in their entirety for the first time in ten years. They will strengthen the program’s framework and implement protections to safeguard international students from potential fraud. The revisions are set to take effect in the upcoming months.
Due to these new regulations, each applicant’s acceptance letter must be verified by Designated Learning Institutions (DLIs) in direct communication with IRCC. The purpose of this verification procedure is to ensure that genuine acceptance letters are the only basis for awarding study permits.
Furthermore, IRCC plans to unveil a “recognized institution” structure by the fall semester of 2024. DLIs will benefit from this paradigm in a number of ways, including quicker study permit application processing. It is a big step in the right direction to guarantee the caliber of education these universities offer and to improve the general integrity of the study permit application procedure.
IRCC is going to perform a comprehensive review of the Post-Graduation Work Permit (PGWP) requirements soon. They intend to make changes that better suit the needs of the nation’s labor market, regional goals for immigration, and goals related to Francophone immigration. This is the program’s first review in ten years.
Post-Graduation Work Permit – An overview
Foreign students can apply for a Post-Graduation Work Permit (PGWP) after successfully completing an appropriate post-secondary program in Canada. Their ability to work for any Canadian employer thanks to this visa is quite valuable as it will improve their career possibilities.
The maximum validity period of the PGWP is three years, and it is directly correlated with the length of the individual’s Canadian educational program. This implies that the work permit will be extended in proportion to the length of the school program. The PGWP provides international students with a unique opportunity to obtain practical job experience in Canada, which is one of its main benefits. For PGWP holders who hope to immigrate to Canada, this practical experience is crucial because it improves their eligibility and prospects.
Canada offers a wide range of immigration routes, many of which give preference to those who have completed their studies and work in Canada. PGWP holders often require a minimum of one year of work experience within an NOC code of 0, A, or B.
Fulfilling this prerequisite is a crucial step for people seeking permanent residency in Canada.
IRCC’s first 10-year review of Post-Graduation Work Permits – Eligibility of PGWP
In order to qualify for a PGWP, international students need to meet the following criteria:
- Successfully finished a program at an approved Designated Learning Institution (DLI) that lasted at least eight months and led to a degree, diploma, or certificate.
- They must have maintained full-time student status in Canada throughout each academic session of their program(s) of study, which they should include in their PGWP application.
- Obtained an official confirmation from the eligible DLI in the form of a transcript and a letter indicating that the applicant has fulfilled the program requirements.
- One must be a graduate of a public post-secondary institution, such as a college or university, or a private school operating under the laws governing public education in Quebec, in order to be eligible for a PGWP. This includes private secondary or post-secondary educational institutions in Quebec that provide 900 hours or more of qualifying programs that lead to the awarding of an attestation de spécialization professionnelle (ASP) or diplôme d’études professionnelles (DEP). Furthermore, Canadian private institutions permitted by provincial legislation to confer degrees (such as Associate, Bachelor, Master, or Doctorate) on students enrolled in degree programs that have been approved by the province are also included in the eligibility criteria.
Acknowledging that Canada temporarily relaxed the full-time student requirement for certain international students owing to the COVID-19 outbreak is important. This waiver applies to anyone whose programs were already in progress in March 2020 as well as those who began their studies between spring 2020 and summer 2022. Moreover, pupils who took a break from their studies during their last semester may also be eligible for an exception. The goal of these exemptions is to give affected international students by the epidemic flexibility and support.
Expansion of the PGWP
According to a 2022 Statistics Canada study, the number of Canadians with Post-Graduation Work Permits (PGWPs) has been steadily increasing over time. According to the research findings, 29% of the 2008 cohort’s graduates received a PGWP within five years after finishing their degrees. Notably, for graduates from the 2013 cohort, this ratio increased significantly to 52%.
In addition, the data shows that the total number of PGWP holders increased significantly between 2008 and 2018, rising from 10,300 to 64,700.
Statistics Canada attributes the increasing popularity of the PGWP program to its vital role in enabling overseas students to live independently while studying in Canada.
Furthermore, from 2008 to 2018, the PGWP holders’ median salaries showed a significant increase, which increased the program’s appeal to graduates.
These patterns demonstrate how important the PGWP is to helping foreign students become financially independent and obtain real-world job experience in Canada, which in turn deepens their ties to the nation.
Fifty-one percent of PGWP holders in 2008 were from China and India. By 2018, 66% of all PGWPs issued came from these two source nations.
More than 286,000 foreign graduates with valid PGWPs were residents of Canada as of the end of 2022. In addition, a considerable proportion of PGWP holders effectively make the move to permanent residency every year—more than 157,000 in 2021, a record high. In 2022, this number reached approximately 95,000, marking the second-highest total ever recorded.
