In 2023, Canadian immigration underwent significant transformations with the introduction of numerous policies and measures. Despite these changes, the CRS scores continued to play a pivotal role in the immigration process for Express Entry candidates. Notably, last year’s draws witnessed elevated CRS scores, reaching as high as 791 in some instances, prompting speculation about the trajectory of scores in the upcoming year. Let’s take a look at potential CRS score reductions in 2024.
The ongoing significance of CRS scores highlights the critical influence they have on the immigration paths of Express Entry candidates. The goal of this analysis is to determine whether the patterns shown in 2023 will continue, which could result in changes to the standards for CRS scores.
A look at potential CRS score reductions in 2024 – What anticipations can be set for the year?
Predicting a complete result for CRS scores in 2024 is a significant undertaking. This challenge arises from the fact that these forecasts depend only on the makeup of the Express Entry pool during the course of the year. The minimum CRS score needed in a draw is greatly impacted by the dynamic nature of CRS scores, which are prone to variations over time. It also may have an impact on the draw size.
The second significant obstacle to projecting CRS scores is the implementation of Express Entry Category-Based Draws in 2023, which will further complicate matters. These draws, which are tailored to Canada’s changing labor market and demographic requirements, are directly linked to the recently created categories in the Express Entry system. Because of this, forecasting CRS score trends is a complex and difficult endeavor due to the interaction of various elements. For a thorough grasp of the possible changes in CRS scores in 2024, stakeholders must remain aware of these dynamic factors as they negotiate the Canadian immigration market.
- Agriculture and agri-food occupations
- French language proficiency
- STEM occupations
- Trade occupations
- Transport occupations
- Healthcare occupations
These categories, which IRCC has designated as critical target groups for immigration, frequently lead to ITAs for permanent residency being sent to candidates, even those with relatively lower CRS scores. This feature makes forecasting future cut-off scores more difficult. Nevertheless, it is advised that candidates in these categories aspire for an ITA through category-based drawings after optimizing their CRS scores.
The inclusion of applicants from the PNP in Express Entry drawings is a crucial additional consideration. By virtue of Express Entry-aligned PNP streams, these candidates receive provincial nominations and an extra 600 CRS points. This addition highlights the impact of this additional boost on the selection process by significantly distorting overall cut-off scores.
All-program and general draw
Program-wide draws include the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC). Prior to the establishment of category-based drawings in early 2023, this method of choosing candidates for Express Entry draws was the only one used.
Over the course of the year, 76,700 ITAs were generated via 19 all-program draws. During this time, the CRS score cut-offs varied from the greatest point value of 561 to the lowest point value of 481.
PNP Draws
There were five draws for the Provincial Nominee Programs (PNP) in 2023, which led to the distribution of 4,396 ITAs to potential applicants. The CRS score cut-offs for this cohort varied, with 691 being the lowest and 791 being the highest.
- February 1, 2023: CRS cut-off of 733 points
- February 15, 2023: CRS cut-off of 791 points
- March 1, 2023: CRS cut-off of 748 points
- May 10, 2023: CRS cut-off of 691 points
- October 24, 2023: CRS cut-off of 776 points
Healthcare professions
Healthcare vocations in the Express Entry pool included people with experience in a range of healthcare-related professions, such as nursing, medicine, physician, and other similar positions. Three draws in 2023 focused only on jobs in the healthcare industry, and 5,600 ITAs were sent out as a result. For this group, the recorded CRS scores varied from 476 at the highest to 431 at the lowest.
- June 28, 2023: CRS cut-off of 476 points
- July 6, 2023: CRS cut-off of 463 points
- October 26, 2023: CRS cut-off of 431 points
STEM professions
Experts in Science, Technology, Engineering, and Math (STEM) fields comprise candidates in the Express Entry pool who work in a variety of capacities, including web designers, mathematicians, software developers, and civil engineers. As a result of two draws specifically focusing on STEM-related jobs, the system issued 6,400 ITAs in 2023.
- July 5, 2023: CRS cut-off of 486 points
- December 8, 2023: CRS cut-off of 481 points
Trade professions
The Express Entry pool includes applicants with experience in trade jobs, such as machine fitters, carpenters, plumbers, and electricians. In 2023, the Express Entry system conducted two special draws specifically designed for individuals in trade occupations. These draws resulted in sending out 2,500 ITAs for candidates in this category.
- August 3, 2023: CRS cut-off of 388 points
- December 19, 2023: CRS cut-off of 425 points
Transport occupations
In the transport occupation category, people with experience in positions involving transportation, such as managers, transport truck drivers, air traffic controllers, and airplane assemblers, are in great demand. In 2023, a total of 1,670 applicants received Invitations to Apply (ITAs) through two specialized draws. These draws were specifically tailored for individuals with prior expertise in the transportation industry.
- September 20, 2023: CRS cut-off of 435 points
- December 20, 2023: CRS cut-off of 435 points
Agriculture and Agri-food professions
In 2023, the Agri-food and Agriculture draw specifically targeted candidates with professional expertise. This included individuals in roles such as farm supervisors, butchers, and contractors providing agricultural services. Following these targeted draws for those working in the agriculture and agri-food industries, 1,000 ITAs were sent to qualified applicants.
- September 28, 2023: CRS cut-off of 354 points
- December 21, 2023: CRS cut-off of 386 points
French language proficiency
According to Canada’s French language grading system, the Niveaux de Compétence Linguistique Canadiens (NCLC), candidates must be at least level 7 proficient in all four language domains (reading, writing, speaking, and listening). This is the target audience for the French language draws. These targeted draws produced 8,700 ITAs for qualified candidates throughout the course of the year. For these draws, the least CRS score required was 375, while the maximum was 486.
- July 7, 2023: CRS cut-off of 439 points
- July 12, 2023: CRS cut-off of 375 points
- August 2, 2023: CRS cut-off of 435 points
- September 27, 2023: CRS cut-off of 472 points
- October 25, 2023: CRS cut-off of 486 points
- December 7, 2023: CRS cut-off of 470 points
