Candidate invitations have been sent out this week by Quebec and British Columbia through their provincial immigration programs.
Most provinces and territories in Canada have Provincial Nomination Programs (PNP) (apart from Nunavut and Quebec). These programs may provide a provincial nomination to interested candidates. Provincial nomination can act as a first step towards gaining permanent residence from IRCC, even though it is not a permanent residence in itself.
Different from the ones in Canada, the province of Quebec oversees its own immigration policies. A province can only control immigrants from all economic classes if it is Quebec.
Every year, the PNP is responsible for over 80,000 PR admissions. With each passing year, the PNP has steadily grown in number in Canada since its inception in 1998. Governments in both provinces and the federal government view it as a tool that can be used to stimulate economic growth outside of provinces and cities already heavily populated by immigrant populations.

Quebec
The Quebec Ministry of Labour announced on 29 September that 1,195 skilled professionals would be selected on a permanent basis.
It was not necessary to seek particular NOCs or places in this draw. For the profile of Arrima Expression of Interest, a minimum score of 597 points was necessary. On September 15, a score of 620 was drawn, which was lower than this score. Quebec held its 12th draw in 2022 and is holding its third in September. This is uncommon since Quebec holds draws only once a month.
Approximately two weeks after draws are held, Quebec releases the results.
QSWP – (Quebec Regular Skilled Worker Program) applicants received invitations from the MFI – (Ministry of Immigration, Refugee and Integration). The Quebec government allows individuals to apply for permanent selection for a period of up to 60 days after getting an invitation to do so. Following the receipt of all required documentation, Quebec plans to process all completed applications within six months. Forms and paperwork are included in this folder.
British Columbia
The British Columbia nomination process opened on October 12 to more than 364 applicants. 320 applicants were randomly selected by the province. Express Entry applicants as well as International Graduates and Skilled Workers received invitations.
A minimum SIRS score of 78 was required for entry to the Entry Level and Semi-Skilled programs. The British Columbia PNP uses the same comprehensive ranking system as Express Entry.
In addition, candidates employed in the following occupations were invited to participate in the recruitment process.
Educators and assistants in early childhood education with a minimum score of 60 points,
With at least 60 points, 19 healthcare workers qualify on the bases of Skilled Worker, Entry Level, International Graduate, and semi-Skilled (including the EEBC option).
Minimum scores of 60 for entry-level and semiskilled healthcare assistants;
Minimum 60-point scores for other priority occupations.
This is the last draw for the BC PNP for a month due to the changeover from NOC 2016 to NOC 2021. An economic immigration program uses this method to determine the skill level of a candidate. As a result, draws will be paused between October 12 and November 16 for the BC PNP.
