The government of Canada is on the way to passing a bill that will allow the migration minister to invite Express Entry applicants based on the economic goal of Canada.
Currently, Bill C-19 is in procedure with the association. If passed, it would empower the Minister of Immigration, Refugees and Citizenship Canada (IRCC) to invite Express Entry candidates by occupation, language ability, intended destination, or any other group that supports Canada’s economic goals.
The immigration minister said in a media release that he hopes it will pass the Senate and the new authority will be applied soon.
The immigration minister said that the Express Entry system can be updated if there are any specific challenges facing your economy that it may face in the long run, we are not able to prepare the invitations to apply to the Express Entry system to fulfill the those who are in-demand skills or qualification.
If you are in a situation where you have a plentitude of applications that are all in a particular department and that area doesn’t have a high requirement in the express entry system of Canada as it exists today is likely conducted by people who may not fully match to the requirement of the economy of Canada.
As per the new authority, IRCC will be allowed to include selection factors that will support the labor need of Canada in the sector, region, and competencies. Canada will be able to select those immigrants who are already prepared for success in the labor market Canada.
The goal is to really maximize the contribution that a newcomer can make to their communities so that they are ready for success when they arrive, but also that they are going to meet the needs of the community where they are going to live, “I expect we’re going to see a potential increase in retention rates because people are coming in where they know they have opportunities because that was the basis for their invitation to apply,” Fraser said
Expert on the bill says that new authorities will allow for special interest group entrance for a definite type of applicants.
If I sit in my office in Ottawa and start making decisions about which sectors and which sectors should benefit from this new policy, I am going down a very dangerous path,” Fraser said. “I need to connect with people at the local community level. I need to connect with my provincial and regional counterparts. I need to engage with business councils and regions that have high needs so that we understand their needs. What are those? The changes in Express Entry found in Bill C-19 will not become law unless it is given royal approval by the general governor of Canada.
