The update given by the Canadian government provides a glimpse into how the government will be spending in the future, and the Economic and Fiscal Update released states that as a part of the recovery plan from Covid-19, immigration level increasing will be the main focus. The Economic and Fiscal plan of the government of Canada was presented by Finance Minister Chrystia Freeland in the Canadian Parliament.
This update comes as a first revision of the forecast about economic spending that the government released in the 2021 Federal Budget. These updates tell the citizens of the country how the government plans to spend, and what their priorities are. The fiscal update of the previous year included an increase in spending for the benefit of the children, and later the government also implemented a childcare plan that was $10 a day.
A fiscal update usually has items of action that can indirectly or directly affect the newcomers to the country. The government has policies on major things including jobs, healthcare, infrastructure, childcare, education, and so on, that not only affect the residents but also the immigrants deciding to migrate to the country. Some actions can also be tailored to specifically affect the immigrants, as was seen in the budget of 2021.
The Finance Minister in her address also mentioned some of the policy measures that the government will pursue so that Canada as a country can make an economic and social recovery from the pandemic. She made a note that immigration is considered a crucial Canadian economy driver as well as giving the country an economic advantage. The government as of now has decided to bring in 411,000 immigrants in the year 2022 alone, this number is the highest in the history of the country. This effort will be supported by reducing the processing time of some permanent, temporary, and citizenship application programs; the government has also pledged to invest around $85 million towards the immigration system.
This goes to show that the government of Canada is committed to the ambitious targets they have set in their Immigration Plan. The Finance Minister also mentioned the need to reduce the time it takes to process applications for the duration that the application backlog due to the pandemic exists.
The budget released earlier in the year contained 5 important actions towards immigration, some of which have already been fulfilled. This includes the Temporary Residency to Permanent Residency pathway. This budget also mentioned that there is a need to replace the outdated Global Case Management System for the processing of the applications for citizenship and immigration.
The government of Canada may also be looking for reform in the Express Entry System, the reform may give the immigration minister of the county more authority in the selection of candidates on the basis of the labor market need, but no further details have been yet made public.
The 2021 Budget also states that more money will be spent on the TFWP (Temporary Foreign Worker Program). The extra funding is supposed to help in increasing the number of employer compliance inspections that can be done in order to prevent mistreatment of workers. This will also provide support to foreign workers, giving them the ability to get an open work permit if they face abuse or mistreatment from their Canadian employers. The Budget also envisions speeding on the initiatives that can improve the outcome of employability of women who are racialized and newcomers in Canada.
