Quebec Permanent Immigration Pilot Programs- For Meeting the Labour Shortage 

Quebec’s Permanent Immigration Pilot Programs were specially developed to meet the acute and critical labor shortages existing in the Quebec province. 

The Ministry of Immigration, Francisation, and Integration (MIFI) will be sending Quebec Selection Certificates to 600 applicants along with their family members every year through the three immigration pilot programs, which will remain valid till January 1, 2026. 

Permanent Immigration Pilot Program- Food Processing Workers 

This program is especially for those temporary foreign workers who belong to the food processing sector. The applications can be submitted from November 3 2021 to December 31 2022 or until they reach their peak. 

Meeting the general requirements 

  • Make sure your age is 18 years old or above. 
  • Your primary intention must be to settle and work in Quebec. 
  • You must fulfill all living conditions in Quebec. 
  • Once you arrive in Quebec, you’re obligated to prove your financial capacity to remain self-reliant for the first three months of your stay. 

Which educational requirements should you qualify for? 

  • You must either have a Diploma at the High School level or you must have Quebec Vocational Diploma under a full-time study program for at least a year’s duration. 

What are the requirements in terms of Work Experience? 

  • The work experience must cater to full-time eligible jobs under the Canadian government’s NAICS, which is the North American Industry Classification System. 
  • The two eligible sectors under the NAICS are Food (NAICS311) and Beverage Manufacturing (NAICS 3121). 
  • You must hold a full-time paid job in the above eligible sectors in Quebec (as per NAIC) for a minimum of 24 months.  
  • These 24 months must be included prior to 36 months to your application date. 

Any language skills required under this program? 

  • You must be able to meet the standard French language requirement of the 7th level.  

Permanent Immigration Pilot Program- Orderlies 

This Permanent Immigration Pilot Program opens doors for those working as nurses, orderlies, and associates to serve patients toward attaining permanent residency in Canada. 

  • The applications under this program are to be submitted from November 3, 202, to December 31, 2022, or until the applications attain the peak. 
  • This program consists of two streams: Work and Work-Study. 

Common requirements: Work & Work-Study 

  • You must meet the age criteria of being at least 18 years old or above. 
  • You must have the absolute intention of settling and working in Quebec. 
  • You must follow the living conditions prevalent in Quebec. 
  • Once you arrive in Quebec, you must be able to prove that you’re financially independent to meet the needs during your stay for the first three months. 
  • You must also demonstrate language proficiency at the seventh level. 

Special Condition for the Work Stream  

Requirements in education 

  • The applicant must have completed a full-time study program for 1 year before obtaining a Diploma in Orderly. 
  • The Diploma must be equivalent to the Vocational Studies Diploma in Quebec. 

Work Experience Requirements in Quebec 

  • You must have a minimum work experience of 24 months from the prior 36 months of the application date. 
  • You must possess a minimum experience of 12 months in the health sector concerning personal care outside Quebec. 
  • The work experience must be authentic and legal. It must have been on a full-time basis and paid work only. 

Special Conditions associated with Study-Work Stream 

Educational Qualification Required 

  • Before having an occupation based on orderly work, it is essential to have a Diploma in Vocational Studies. Orderly occupation must be practiced within the 24 months duration of the application submission date. 
  • The applicants must meet the eligibility criteria of the Study-Work Stream by completion of the Institutional and Home Care Assistance Program.  
  • They must also hold a DEP, Diploma of Vocational Studies. 

Work Experience Required – Study-Work Stream 

  • Must have completed work experience of at least 12 months working as an Orderly in Quebec. 
  • The work experience must be obtained during the 24 months prior to the application date and post-completion of the study program. 
  • Make sure that the work or job experience is based on a full-time paid job and legal. 
  • Before being employed by an authentic Quebec employer you must have completed a study program. After being hired you must obtain a work permit too. 

Permanent Immigration Pilot Program- For Workers in Artificial Intelligence, Visual Effect Sector, and Information Technologies Field 

This program caters to two streams: Artificial Intelligence (AI), Information Technology, and Visual Effects. 

Aim of the Program 

  • The primary aim of this program is to select 300 graduates in Quebec. 
  • It also aims to hire 300 Temporary Workers in the Artificial Sector. 
  • It also aims to hire 300 foreign workers in the Information Technology and Visual Effects Sectors. 

The applications will be taken from November 3, 2021, to 31 December 2022, and until the maximum applications are filled. 

Common requirements for AI and IT/VE Sector 

  • The age requirement is 18 years or above. 
  • Clear intention to settle and work in Quebec. 
  • Fulfillment of any other applicable staying conditions in Quebec. 
  • Financial capability to stay self-dependent for the first three months in Quebec. 

Common language requirements for AI and IT/VE Sector 

  • French-Speaking Profile: Need to display and prove their French language proficiency at level seven, which is the advanced intermediate level of the French language. 
  • Non-Speaking French Profile: Those selected under this profile will enter the Accompagnement Quebec, which is free and customized. It works to provide easy integration into Quebec society along with learning the French language.  

Special conditions for the foreign workers under the AI stream 

Education and work experience required 

  • The foreign workers must meet the educational requirement of holding a Diploma which is equal to the standard education of a Bachelor’s degree in Quebec. 
  • They must also hold valid work experience of a minimum of two years under the NOC job types A, O, and B. 
  • They must also possess a Diploma that is equal to the standard education of a Master’s or a Ph.D. until the last year before you submit the application. 
  • Job security in the AI sector of Quebec. 
  • If the applicant is living outside Montreal, then he must possess a minimum income of $75,000. 
  • If the applicant is living within Montreal (metropolitan community), then he must possess a minimum income of $100,000. 

Education and work-related requirements for Quebec graduates 

  • In the previous 24 months, it is mandatory to have a Diploma in higher studies, having a Master’s degree or Ph.D. from an educational institution in Quebec. 
  • An accepted full-time Quebec employment offer in the AI sector. 
  • Having a DESS (Diploma of Higher Specialized Studies) based on NOC job levels O, A, and B for a minimum period of 6 months after study completion. 
  • At least half the study program must have the applicant living in Quebec as a student. 
Special conditions for IT/VE  

Educational Requirements for Information Technology and Visual Effects 

  • The applicant must attain a Diploma that is equal in standard to the education in Quebec Diploma of College Studies, Bachelor’s Degree in Quebec, and Technical Training. 

Work Experience Requirements- Information Technology and Visual Effects 

  • Must have a full-time paid job with two years’ work experience. 
  • An accepted full-time employment offer, in which the wage is based on hours equals the maximum wage based on the average wage of the job.

If any individual wishes to apply under one of the three immigration programs (Permanent Pilot Programs), they will need to apply through the Arrima platform. 

Canadian PR applications under Quebec programs follow two steps: Firstly, applying for the Quebec Selection Certificate with the government of Quebec. Secondly, after attaining the CSQ the applicant can further apply for PR to the federal government.
