Earlier today, Marc Miller, the Minister of IRCC unveiled new francophone immigration policy updates aimed at bolstering Francophone immigration beyond the borders of Quebec. With this historic statement, important policy changes are made in order to improve the assistance available to French-speaking people who want to move to Canada.
Minister unveiled new francophone immigration policy updates
These measures represent a new strategy for immigration of Francophones and include a policy revision, the expansion of the Welcoming Francophone Communities program, the creation of an immigration support program, and the implementation of the Official Languages Action Plan.
The Minister underlined that the goal of the revised Francophone immigration strategy is to increase the influence and expansion of Francophone minority populations. This entails taking a number of steps to alleviate the labor shortage, such as supporting recruiting and advancement.
Fourteen Canadian towns will continue to receive funds to support the integration of French-speaking newcomers under the ongoing Welcoming Francophone towns initiatives. The program will also grow, enabling the Canadian government to choose ten more areas to aid in the integration of recent immigrants who speak French.
Funding for initiatives aimed at lowering obstacles to Francophone immigration will be provided by the recently established Francophone Immigration Support Program.
The Minister highlighted in December 2023 that admissions of French-speaking citizens outside of Quebec had surpassed the aim of 4.4%, with an approximate percentage of 4.7%. The IRCC had earlier said that its goals for the ensuing years would be 6% in 2024, 7% in 2025, and 8% in 2026.
Declaring, “The various measures we are putting in place will attract skilled Francophone workers, contributing to the economic and cultural development of these communities,” he emphasized the critical role that immigration from the Francophone world plays in strengthening the fabric of the nation. Our determination to restore and increase the demographic relevance of Francophone minority communities is exemplified by our commitment to ensuring the successful reception and integration of newly arrived French-speaking immigrants.”
Initiatives aimed at attracting Francophone Immigration
For candidates using Canada’s Express Entry system, IRCC released revised selection criteria in 2023. These criteria covered programs such as the Federal Experience Class (CEC), Federal Skilled Worker Program (FSWP), and Federal Skilled Trades Program (FSTP).
These revised standards created a unique category for people who speak French fluently and focused mostly on candidates’ professional experience in highly sought-after professions in Canada. Candidates that meet the requirements for this category must be able to read, write, listen, and speak in French at a level that corresponds to a CLB of 7 or above.
The objective of the IRCC’s 2019 Strategy for Francophone Immigration is to raise the percentage of Francophone immigrants living outside of Quebec to 4.4% by the end of 2023, and this particular immigration category is compatible with that goal. The initiative also intends to strengthen the ability of Francophone communities across Canada and help newcomers who speak French integrate and stay in the country.
The Government of Canada’s Action Plan for Official Languages 2023–2028 provides increased funding for these projects, providing more than $80 million CAD over five years for various Francophone immigration and retention measures. This include bolstering existing Francophone immigration activities within pre-existing frameworks, hiring French and French-speaking teachers at the basic and secondary levels, and improving Francophone integration paths.
Reason behind prioritizing Francophone Immigration
The federal government of Canada is required by the Official Languages Act to maintain and protect the official status of both English and French. These responsibilities include promoting the growth of minority linguistic communities in Canada, whether they be French or English, and guaranteeing that English and French have equal standing in official Canadian institutions and society.
To fulfill these goals, the duty of accepting and assimilating Francophone immigrants to Canada falls on IRCC. This dedication includes offering assistance to the nation’s French-speaking populations as they expand. This emphasizes the reasoning behind the department’s programs designed to draw in and assimilate more immigrants who speak French.
