Manitoba issues hundreds of ITAs in the final 2025 PNP draw, i.e., the province closed out 2025 with its final Provincial Nominee Program (MPNP) draw on Wednesday, December 31, 2025. The draw was held under the Expression of Interest (EOI) system and invited skilled workers across several categories.
In this New Year’s Eve draw, the province issued a total of 421 Letters of Advice to Apply (LAAs) to eligible candidates.
Healthcare-Focused Occupation Draw
On December 31, Manitoba issued 353 LAAs through its Skilled Worker Stream, specifically under the Skilled Worker in Manitoba pathway. This draw focused on candidates working in selected healthcare-related occupations.
To qualify for this occupation-specific draw, candidates needed to declare current employment in Manitoba in their EOI profile.
The table below lists the National Occupational Classification (NOC) unit groups considered in this draw:

Skilled Worker Stream Invitations
On the same day, Manitoba issued 68 additional LAAs to candidates who reported being directly invited by the MPNP under a strategic recruitment initiative.
These invitations were issued under both Skilled Worker Stream pathways:
- Skilled Worker in Manitoba; and
- Skilled Worker Overseas.

Out of the 421 LAAs issued in this draw, 118 invitations went to candidates who declared a valid Express Entry profile number and job seeker validation code.
Reasons An LAA May Not Be Issued
Manitoba has explained that some candidates may meet the listed criteria but still not receive an LAA. This may happen for the following reasons:
- The candidate stated that an approved language test was taken but did not provide a valid test number, or the test had expired
- The candidate stated that an invitation under a strategic recruitment initiative was received but did not provide a valid invitation number.
Candidates in these situations may update their EOI profile with correct details to be considered in future draws.
The MPNP also noted that applications from candidates in regulated occupations may be refused if proof of required licensing steps is not provided. Such candidates are advised to decline their LAA if licensing requirements have not been met.
