Manitoba invites more foreign workers in a new draw, i.e., the Manitoba Provincial Nominee Program (MPNP) has conducted a new Expression of Interest (EOI) draw under two pathways of its Skilled Worker Stream.
The province issued invitations, known as Letters of Advice to Apply (LAAs), to candidates both inside Manitoba and overseas. All selected candidates had stated that they were directly invited by the MPNP through a strategic recruitment initiative.
Draw Highlights
On February 26, 2026, Manitoba issued 72 LAAs through the Skilled Worker in Manitoba and Skilled Worker Overseas pathways of its Skilled Worker stream.
Invitations were distributed across the following strategic recruitment initiatives, with 55% issued to candidates with an invitation through the Employer Services initiative.

Of the 72 LAAs issued, 11 went to candidates who declared a valid Express Entry profile number and job seeker validation code.
Manitoba confirmed that EOIs under the Skilled Worker Stream were considered only when candidates were directly invited through a strategic recruitment initiative or through the TPP.
The TPP was a temporary measure that allowed provinces to support open work permit issuance for certain Provincial Nominee Program (PNP) candidates if they met specific requirements. The policy ended on December 31, 2025.
Earlier, Manitoba announced it would accept new Support Letter applications under the TPP until December 15, 2025. The online form was closed to new submissions on December 16, 2025.
Understanding Strategic Recruitment Initiatives
Strategic recruitment initiatives are targeted measures used by Manitoba to identify and invite suitable immigration candidates, both within the province and abroad, who can help address labour shortages or meet other provincial immigration priorities.
Through these initiatives, foreign nationals may be invited to create a candidate profile and later apply for a provincial nomination if selected in an MPNP draw.
The MPNP makes it clear that these invitations are issued at the program’s discretion. Candidates cannot choose this connection type on their own. Instead, they must be identified through the proper channels and receive an official invitation.
These invitations are often linked to MPNP activities such as recruitment missions and exploratory visits. During these events, candidates may be interviewed by program officers and, if successful, receive a letter inviting them to submit a candidate profile.
Eligibility For Strategic Recruitment Initiatives
According to MPNP guidelines, candidates may be identified through recruitment missions, sometimes involving employers, or through approved exploratory visits designed to help potential applicants learn about communities and job opportunities in Manitoba.
Eligibility requirements can differ depending on the specific initiative. However, Manitoba lists several common criteria for recruitment visits and missions, including:
- Being 21–45 years old
- Showing you don’t have a stronger connection to another province
- Having at least one year of post-secondary education/training (diploma/degree/certificate)
- Having two years of full-time work experience in the past five years
- Providing results from an approved language test (taken within the past two years) with scores equivalent to at least Canadian Language Benchmark level 5 in each language ability and overall
