Why Is This CEC Draw Important?
The recent draw is notable for two main reasons:
- It breaks the pattern of only one CEC draw per month.
- It ended the long CRS cut-off freeze at 533–534 points, which had stayed the same for five CEC draws in a row since August 7, 2025.
This new cut-off score of 531 is now the lowest for a CEC draw since July 8, when IRCC invited 3,000 candidates with a CRS of 518.
Even though the score dropped, the draw still followed the recent pattern of inviting 1,000 CEC candidates, which has stayed the same since August 7. This is also the 13th CEC draw of 2025.
Moreover, this draw is the fifth draw of November, following:
- A Provincial Nominee Program (PNP) draw on November 25
- A Healthcare draw on November 14
- A CEC draw on November 12
So far in 2025, IRCC has issued 88,476 ITAs through Express Entry.
Express Entry draws this year have primarily focused on PNP draws, with the remainder of Express Entry ITAs dedicated to CEC applicants, applicants with French-language proficiency, and those in Express Entry priority occupation categories:

| Canadian Experience Class (CEC) | 13 |
